The Commission was established as a presidential consultative body according
to the Presidential Decree of the Presidential Commission on Education and Human
Resource Policy (the Presidential Decree No. 16977, September 30, 2000)
The was founded to fulfill its mission of providing advice and suggestions as
the President requires on matters pertaining to education and human resource
development to bring up talented people who can cater to the knowledge and
information society in the 21st century. It will also provide visions on
education and human resource policies by developing, reviewing and evaluating
them in cooperation with experts from each sector of the society, thus
continuously carrying out educational reform upward.
In developing "Human Resource", a broad approach should be taken
in terms of "national and social development" and "life
quality of people", not in the short-term and economic terms such as
supplying & demanding labor force to corporations, achieving one's
certain educational background, or possessing certain skills.
In this regard, "Human Resource" includes knowledge, skills,
information ability, moral maturity and all other valuable human
capabilities and characteristics which a human being is supposed to do with
in order to develop the nation and the society and to improve an
individual's life quality.
"National Human Resource Development" refers to
all the national and social efforts including education, training and other
cultural activities taken in the level of the nation so that it can develop
and utilize human resource efficiently.
Since the expression of "Human Resource Development
(HRD)" can be narrowed down to one done by private sectors(e. g.
private enterprises), "National Human Resource Development
(NHRD)" was adopted to emphasize its development done by the
government.
"Education" focuses itself on maximizing an individual's
potential in terms of his or her growth and development.
"National Human Resource Development", on the other hand,
focuses itself on supplying & demanding, growing and maximizing the
efficiency of human resource in the level of the nation, based upon the
education achievement.
Relationship between educational reform and NHRD policy
So-called "educational reform" intends to
reorganize educational system, educational curriculum, operational
methods and the subject so that they can meet the ever-changing and
various needs of education consumers, totally escaping out of the old
uniform frame. Therefore, the successful undertaking of the national
human resource development policies is said to depend on the educational
reform.
"National Human Resource Development" policies
seek the utmost efficiency of development and use of national human
resource, covering training, private HRD, scientific technologies, and
culture on the basis of diversified educational systems and programs.
In terms of individuals, NHRD will raise the satisfaction(quality) of life
of them, giving lifetime education opportunities, helping them to plan
predictable careers, and thus meeting the conditions of a knowledge-based
society.
In terms of the society, NHRD will create & accumulate knowledge,
heighten labor productivity, increase the social integration and realize an
ability-oriented society.
In terms of the nation, NHRD will push the nation to the group of
world-leading countries with such a leap, by raising national competitive
power through human resource development.

The PCEHRP is composed of total 29 members of 8 incumbent members including
ministers of ministries related to education and human resource development and
