Community Training, a new modular programme, incorporates activity which was undertaken during the last Community Support Framework under the Community Youth Training Programme (CYTP) and Local Training Initiatives. It is an important progression option for recently redundant workers, new entrants to the labour market, persons who have acquired basic skills on Community Employment and those who have undergone training under the early school leavers measure.

Community Training is primarily a workplace based training measure, but includes "off the job" modules. It involves local communities who are developing infrastructures or services involving unemployed people learning "on the job". Participants are local unemployed people.

It is particularly suitable in the area of up-dating and re-training unemployed people across a range of skills, and opens up training opportunities to unemployed persons in remote and small communities.

The programme also provides many social benefits to communities concerned; it complements the efforts of communities which are particularly disadvantaged and it addresses identified skill shortages in those communities.

The main thrust in skill development terms, is to equip participants to take advantage of employment opportunities linked to local economic development and community needs. Community Training offers particular opportunities for participants to develop more indepth skills and experience in areas such as construction skills, clerical skills and administration. The programme also creates positive economic spin-offs and employment.

The measure is part of the overall thrust to develop the economic structure and skill base of communities which are in decline for a variety of reasons, including geographical remoteness and changing industrial practices.
