The ‘hidden human resources’ are those people for whom the services and the programs of the labour organizations are not in their reach. Young people who can not be involved in national training programs, because for them it was a problem to attend even the primary school. Since they have never got any employment contract, they are not entitled to get unemployment subsidies.

Health-damaged people, who are not entitled to get unemployment subsidies because of their handicap-fee or pension, therefore it is out of their interest to register themselves at the labour organizations. Due to their low-level education, age they do not intend to take part in a re-training, or even if they may decide so the primary labour market does not accept them.

The activity zones of the project are those villages of the Mid-Transdanubian region, which have less than 5,000 inhabitants, where the number of the households is 201,128 (Hungarian Post data). With the co-operation of the Hungarian Post we will mail the project-presenting letter to every household, and in each of such envelope we will put an application sheet facilitating the connection to the project.

The nominated employees of the Fejér County Labour Centre –following recognized selection method practices, based on the personal motivations of the applicants- will make selections out of the young applicants in order to form the first group.
The agro-economist project leader will finalize the membership of the group considering the best utilization of the obtained knowledge taking into account the available home conditions for farming.

Do it and learn it! This could be the motto of the employment element of the project. The young project participant will within the frame of an employment contract concluded for a definite period with the Manager of the Development Partnership and Móri Cívis Kht. Following the instructions of the construction masters (i.e. carpenters, bricklayers) and agro- masters, their task will be to create, ‘spell from nothing’ a farm from a very starting level.

After the establishment of the livestock places made from natural raw materials, the installation of solar energy powered protective electrical system and fences the participant should learn and acquire the knowledge of different farming technologies.

By the end of the project the young participants should acquire enough skill and experience that upon returning home they –with the help of their families- should be able to create those tasks, which facilitate the reception of livestock.

We can not stop the training at this level. It is a nice result if the participants can go through the difficult, hard work demanding way of employment and study. Of course many people have been already trained for many thing in this country, but we have to take care that the utilization of the obtained skills and knowledge will lead not only to surviving but earnings.

Therefore the majority of the jobs of the Development Partnership follow right after the above-mentioned training. With the support of the Fejér County Labour Centre they should get the subsidies for the self-employment from the local labour organizations. The task of Móri Cívis Kht. will be to go on with the necessary procedure at the National Land Fund in case any of the participants does not possess enough land. The consulting service takes the obligation to research for those funds, where the freshly graduated or experienced applicant can make a bid. The Local Minority Roma Government should organize the support of the organised groups of multiple-disadvantaged people in case of those settlements where the elements of the social land program can not be used.

At last but not at least, besides the establishment of the farming environment a consultation service should be provided with regards to the animal breeding, a service which is quite natural from an integrator organization

Project management (agro-economist, accountant), HR research and mapping, employment of livestock farming specialist, providing the necessary area for the farming, exacution of employment related tasks, providing accommodation for the participants living far away, passenger transportation, administration tasks, creation and maintenance of a homepage, keeping contact with the other, outsider organizations.

Keeping contact with the labour organizations of the region, motivation and ability testing, monitoring the changes in the labour related subsidies, consulting services related to the subsidizing contracts, organizing conferences.

Móri Cigány Kisebbségi Önkormányzat: (Local Minority Roma Government in Mor)

Keeping contact with the minority governments of the region and the Roma organizations, securing Roma master trainers, the arrangement of the personal matters of the Roma participants
