Regional Company Skills Survey - Hungary

The idea of the project came from the National Observatory conference, held in Turin 2000. According to the decision of the European Training Foundation, the aim of the survey is to identify key regional skill needs of companies, operating in one, PHARE-region of the pre-accession countries. The surveys will take place in the next 2-3 years, starting in Hungary, the Checz Republic, Poland, Lithuania and Estonia.

The first survey in Hungary, conducted by the NIVE, took place in South-Plain Region.

The Aims of the Study:

• To provide a demand-side assessment of the key regional HRD priorities in the context of regional economic and social regeneration
• To support the development of a regional HRD strategy in the context of Phare planning and prparation for access to European Structural Fund

Methods of the Study:

• Interviews
• Desk research

Outline of the Study:

Context:

• Review regional economic development prospects within the wider national economic enviroment
• Assess emerging population and labour force context
• Evaulate employment and unemployment trends (industry sector employment, employment type, future employment growth, occupations, new and replacement demand for labour, unemployment, people at risk of permanent exclusion from the labour market)
• Higlight national HRD and employment policy initiatives

Analysis:

• Analyse regional demand-side skill issues/challenges
• Analyse the managerial capacity of the companies in the survey, especially in relation to productivity
• Identify charesteristics of employee training
• Quantify employer/employee investment in HRD
• Analyse the reponsivness of the regional skills infrastructure to employer skill needs
• On the basis of the analysis identifykey HRD challenges

Ater the sucess our previous survey in the South-Plain region, our institute decided to carry out a similar research in a different, economically more developed region.
