The basic purpose of the National Institute of Technical and Vocational Education /NUOV/ is to complexly assist in the development of vocational education and training (VET).

The principal framework that comprises the Institute basis is a concept of lifelong learning and a gradual integration of the Czech Republic into the European Union.

The task of the National Institute of Technical and Vocational Education is to create a concept and strategy of Vocational education and training (VET) and participate in its realization. The Institute originates and implements into the school curriculum (i.e. purpose, content and methodology of education) of secondary and partially higher professional education monitoring and designing permeability of educational ways, studies conclusion, certification, accreditation and evaluation.

The National Institute of Technical and Vocational Education intends to be an open and accessible information source in VET for the public, central bodies, employers' representatives and other social partners.

The National Institute of Technical and Vocational Education: Framework educational programs (FEP) for secondary VET which are developed by the National Institute of Technical and Vocational Education, set a framework for the state guaranteed education.

Framework educational programs define the basic requirements for the level of competence graduates are expected to achieve. They also set out the curriculum which is designed to satisfy these requirements. This is the means of ensuring that graduates achieve a similar level of education and qualification at a given stage of education.

The general educational program for each particular branch of study comprises two parts:

Framework educational programs are a starting point for school educational programs, which are developed on the level of individual schools to meet their own purposes and the needs of the region. Schools, which do not aspire to make their own educational program, will be offered centrally prepared model educational programs.

Framework educational programs enable the transition to the two-level development of educational programs and thus enforce the schools' autonomy and responsibility for the quality of school educational programs.

Framework educational programs also create the conditions for the application of the latest trends in secondary VET.
