This programme builds the capacity of municipalities to adopt policies and programmes that are conducive to the growth of micro and small enterprises (MSEs). The training given to local government officials contributes to the development of municipal action plans that cater to the needs of MSEs such as baseline data collection and impact monitoring systems.

Eight municipalities, in different parts of the country, have undertaken employment-based budet planning for 2003. Some are reviewing their procedures for business registration and licensing with a view to easing the burden on enterprise start-ups. Others are setting up information offices that can refer MSEs to providers of business and financial services.

This programme is linked to the implementation of the national poverty reduction strategy and integrated, at the local level, with other ILO projects for youth training and employment-intensive road maintenance.

As a follow-up to studies on organization building among street vendors in Bolivia undertaken by another ILO programme, a series of workshops will take place in 2003 to discuss the provision of adequate business conditions for vending. Possible measures are allocation of building space or zones in the city for trading on specific days of the week, the improvement of social protection and safety for ambulant workers, etc.
