Convention on Employment Related Training (Convention emploi-formation) - Belgium

Objective

The measure aims to support the insertion into the professional life of young people between 18 and 25 years with limited or no qualifications by a system of vocational training.

General Principles

The applicants for work who are no longer subjected to compulsory education and who are at most 25 years old can conclude a convention on vocational training as far as they do not possess a diploma of higher education or university education nor a diploma or certificate of higher secondary technical education.

This convention has a minimum duration of one year and a maximum of three years and comprises two parts:

Throughout the length of the convention, the employer is given an exemption of a part of the employer's social security contributions. This exemption is also applied for the employment of apprentices (middle class or industrial) or the part-time employment of people still subjected to compulsory education when the training is not organized in the sector concerned.

Evaluation

This program does not generate any cost to the budget of the State. It involves nevertheless a decrease of social security contributions which amounted in 1998 to BEF 65.9 million for young people from 18 to 25 years, to BEF 31.8 million for young people still subjected to compulsory education and to BEF 30.8 million for young people in apprenticeship. For the first quarter of 1999, the amounts rose to respectively BEF 16.3 million, BEF 9.3 million and BEF 8.9 million.

Concidering the figures of the previous year, it would appear that the system remains little known to employers, social secretariats and heads of educational establishments. It is more known among the institutes of continuing education of small and medium-sized enterprises.

Various measures able to have an impact on the number of concluded vocational training conventions have been taken by the federal authorities and the Regions of Wallonia and of Brussels (assimilation of the employment of a young person within the framework of a vocational training convention to the employment of a half-time working trainee, the granting of an insertion premium to the employers of the Wallonia and Brussels that employ young people in the framework of a vocational training convention).
