The National Office of Overseas Skills Recognition (NOOSR) was established in 1989. It is a branch of the Australian Commonwealth Department of Education, Science and Training (DEST).

NOOSR is the national expert and coordinating body on overseas skills assessments and recognition. Our mission is to help the overseas-trained to work and study in Australia by providing information, advice and assistance in relation to the recognition of overseas qualifications and skills, and to encourage improved international arrangements for the recognition of qualifications and skills.

In the context of its assessment services, NOOSR carries out extensive research into overseas education systems and qualifications in order to establish their comparability with Australian awards and develop assessment guidelines. NOOSR has also produced or commissioned research reports on a number of areas relating to overseas skills recognition.

NOOSR provides assessment services and works with other bodies involved in skills assessment and recognition to ensure that assessment processes, both within NOOSR and elsewhere, are efficient and equitable. To this end we:
