Access to vocational training in employable skills and to other support provided through active labour market programmes is a key to decent work, poverty reduction and social inclusion. Yet many people face disadvantages in accessing and benefiting from these programmes. There is a pressing need to improve employment and training services for people with disabilities, youth, older workers and others who face disadvantages in the labour market. The work of the Equity Issues Group involves knowledge-building, advocacy and technical cooperation activities to address these concerns and seeks to promote innovative approaches to address them. This includes appropriate labour market services and programmes, and skills development programmes for disadvantaged young people including those with disabilities, especially in the transition from school to work. The ILO Code of Practice on Managing Disability in the Workplace (pdf) adopted in 2001 is a major source of guidance for the Group in initiatives aimed at people with disabilities.
