The Public Employment Service (PES) is often the primary public labour market institution responsible for implementing labour market policy through public services. It should not, however, be viewed as a provider of rigidly defined functions, in particular the labour exchange function, but as a flexible instrument of national economic and social development and growth.

To do this demands a more strategic approach: 1) gaining a more sophisticated understanding of the operation of the labour market; 2) recognizing that public sector financing does not have to mean sole government service delivery; and 3) developing a capability to adjust services to adapt to changing conditions. Developing this strategic approach demands developing partnerships with other service providers in the public, private and civil society sectors, at the same time that the PES makes large investments in developing a highly skilled, forward-thinking and adaptable staff.

Summary of PES Administrative and Program Statistics
In 2006, as in 2002 and 2003, the World Association of Public Employment Services (WAPES) conducted a survey of their members. Included in the survey was important administrative and program information on the 51 member states that responded. This information is posted on a country-by- country basis on the WAPES website. The tables here are a worldwide summary with some additional population and GDP statistics added to provide a context for comparison.
