Private Employment Agencies

The adoption of ILO Convention No. 181 on private employment agencies in 1997 signaled an important change in the relations between public and private employment agencies. It marked the dissolution of the previous ILO policy, which encouraged a public sector monopoly in the provision of labour market services, and recognized changes that had been occurring in labour markets over the past half century.

The mandate:
  • To promote decent work for temporary workers recruited and placed by private employment agencies;
  • To promote and develop cooperation between public employment services and private employment agencies.

International Confederation of Private Employment Agencies (CIETT)
