• Convention on the Organisation of Employment Services (1948, No.88), and its Recommendation (No. 83) ratified by 86 countries
• Convention on Private Employment Agencies (1997, No.181) and its Recommendation (No. 188), ratified by 13 countries.

Based upon these two ILO Conventions, the Programme has the following major roles:

• To support the reform and modernization of public employment services;
• To promote decent work for temporary workers recruited and placed by private employment agencies;
• To promote and develop cooperation between public employment services and private employment agencies.

Each of the three roles will be implemented through three means of action: advocacy, knowledge and advisory services to ILO constituents.
