The mandate of the Employment Services Programme is derived from the two principal ILO Conventions concerning employment services:

Based upon these two ILO Conventions, the Programme has the following major roles:

  • To support the reform and modernization of public employment services;
  • To promote decent work for temporary workers recruited and placed by private employment agencies;
  • To promote and develop cooperation between public employment services and private employment agencies.

Each of the three roles will be implemented through three means of action: advocacy, knowledge and advisory services to ILO constituents.
