In keeping with the ILO's tripartite approach, the Disability Programme works in collaboration with governments, employers’ and workers' organisations to promote access to human resources development and training and employment opportunities for people with disabilities. In addition to the traditional collaborating partners, working together with organisations of /for people with disabilities is important.

Close collaboration between governments, workers' and employers' organisations and organisations of/for people with disabilities is to be strengthened. This is to develop bridges with employers’ organisations and other civil society agencies in order to deal with the barriers which continue to prevent people with disabilities from realising their potential and contributing to society.
