Contributions to discussions on the Convention:

During the ILO
Conference in June of this year, a Side Event was organized by the Equity Issues
Group of IFP/SKILLS on the proposed UN Convention on Protection and Promotion of
the Rights and Dignity of Persons with Disabilities on Thursday, 5 June 2003.
The purpose of the Side Event was to brief constituents of the issues
relating to decent work for persons with disabilities which should be addressed
during discussions on the UN Convention, as well as to inform them of the
process involved and of the relevance of ILO Convention No. 159 concerning
Vocational Rehabilitation and Employment (Disabled Persons) to this process.
The event was chaired by Ambassador Gustavo
Albin, Permanent Representative
of Mexico to the UN Office in Geneva. His Royal Highness
Prince Raad bin Zeid, Lord Chamberlain to His Majesty King Abdullah II of
the Hashemite Kingdom of Jordan addressed the participants, followed by
addresses from Mr. Hultin,
ILO Executive Director, Ms. Barbara Byers, Workers’
Representative and Mr. Pablo Gómez
Albo Employers’ Representative, as well as Ms.
Kicki Nordström, the NGO
representative.
The Side Event attracted an excellent number of visitors – even more took
the opportunity to pick up ILO Disability publications, CD-Roms, DVDs and
posters from the stand outside.
The ILO Disability Programme has published a working paper on "The
Right to Decent Work of Persons with Disabilities" as a contribution
to the deliberations taking place in preparation for the development of a
United Nations Convention on the Rights of Persons with Disabilities. The
paper is intended to be of specific relevance to those involved in drafting
provisions concerning employment and work in the proposed Convention. It
examines the development over time of the ‘right to work’ of disabled
persons, the way in which this matter has been dealt with in international
instruments and national legislation to date, and the experience in
implementing employment and work opportunities. The paper will be useful to
those involved in the preparation of the proposed UN Convention, assisting
them to build on past achievements and practice. It will also be
useful in the drafting of national policy and legislation.

Proposal
by Ethiopian Federation of Persons with Disabilities short-listed in World Bank
Global Development Marketplace Competition 2003.
The Ethiopian Federation of Persons with Disabilities (EFPD) recently submitted
a proposal “Improving Services through Privatization of Addis Ababa Municipal
Public Toilets” to the World Bank Developing Market 2003 competition for
innovative development ideas. The
proposal, which involves an innovative business idea involving women with
disabilities in
Addis Ababa
, has been selected as one of the 186 finalists from the over
2,700 proposals submitted globally. EFPD
has been invited to finalize its proposal and defend it at a session to be held
at WB Headquarters in
Washington
in December 2003. An
implementing partner organization in the ILO project “Developing
Entrepreneurship among Women with Disabilities”, funded by the Government of
Ireland, the EFPD was encouraged by the ILO to develop the DM2003 proposal and
was able to do so thanks to its enhanced organizational capacity arising from
its role in the project.

The
ILO Code of Practice on Managing Disability in the Workplace is now available in 14 languages.
English, French, Spanish, Amharic, Arabic, Finnish, German, Japanese,
Hungarian, Mongolian, Nepalese, Portuguese, Slovenian and Ukrainian.
Translations into Estonian, Latvian, Lithuanian, Russian and Chinese are
underway.

Women
with Disabilities in the
Baltic States
As part of an ILO project “Developing Entrepreneurship Among Women with
Disabilities”, funded by the Government of Flanders, a study is being carried
out of the socio-economic situation of women with disabilities and mothers of
disabled children in
Estonia
,
Latvia
and
Lithuania
. Women with disabilities,
identified and trained by collaborating organizations in each Baltic
country, are currently interviewing 225 disabled women and 25 mothers of
disabled children in each country and compiling case studies of self-employed
women with disabilities. The results are ready by the end of the year 2003.

Project launched in Mexico City to provide training in computer skills to
youth with disabilities.
A unique partnership involving the ILO Disability Programme, the Goodwill
Industries of Mexico City and local Rotary Service Clubs is underway to
provide skills training leading to work attachments for young women and men
with disabilities.

Training certificates awarded to 291 women with disabilities and mothers
of disabled children at an award ceremony in Ethiopia.
The Ethiopian Federation of Persons with Disabilities (EFPD),
implementing partner of an ILO project: "Developing Entrepreneurship
among Women with Disabilities", funded by the Government of Ireland
recently organized an award ceremony in Addis Ababa. The ceremony recognized
the achievement of 200 women trained in basic business skills, 47 women in Improve
Your Business skills, 19 women trained as business skills trainers and
25 women featured in the project publication "Doing Business in Addis
Ababa: Case Studies of women entrepreneurs with disabilities". Each
woman was presented with a certificate signed by EFPD, ILO and Ireland
Embassy representatives, who also spoke at the ceremony.

A new ILO project approved for funding by the Government of Flanders
will
study effective strategies for vocational skills acquisition and work by
persons with disabilities in 5 southern Africa countries (Malawi, South
Africa, Swaziland, Zambia and Zimbabwe). Collaborating with the ILO
Disability Programme in the implementation of project activities is the
Flemish Platform on Disability and Development Cooperation (PHOS) and local
organizations in each country.

Internships are a great opportunity to learn about work in and of an
international organization! Persons with disabilities are especially
encouraged to apply. ILO policy does not permit financial renumeration or
financial support for travel or accommodation. Interns must organize their
own financial support if accepted - some governments provide limited support
for their nationals
