EIIP
ILO Headquarters - EMP/INVEST
The EIIP is part of the ILO's Employment Strategy Department (EMP/STRAT)
and is overseen by the Employment Intensive Investment Branch (EMP/INVEST) based
in ILO headquarters in Geneva. The Branch delivers policy guidance, undertakes
comparative research, disseminates information and provides technical
backstopping to regional and sub-regional support programmes and selected
country projects. The Branch also manages inter-regional projects in
coordination with the ILO's field structure and collaborates closely with the
Employment Specialists in the ILO's Subregional Offices (SROs).
ILO Field Offices
Technical and administrative backstopping of EIIP country projects is
undertaken by the Subregional Offices (SROs) of the ILO, whereas regional EIIP
projects and activities are supported by the ILO's Regional Offices in close
collaboration with the EMP/INVEST Branch in Geneva.
Presently, there are EIIP Specialists in the ILO offices in Bangkok in Asia, Addis Ababa, Dakar, Harare and Yaounde in
Africa.
ASIST
In order to strengthen the delivery capacity, a programme was developed
called Advisory Support, Information Services and Training (ASIST). This is an
ILO executed programme of services to promote and support employment-intensive approaches in
infrastructure investments. This knowledgebase programme now offers
services to projects and programmes in some 20 countries in complementary areas
like local level planning, rural and urban infrastructure, roads, irrigation,
soil and water conservation, drainage, sanitation and waste management. ASIST
provides a link between country level activities, sub-regional backstopping and
EMP/INVEST.
ASIST Africa was established in 1991 to support labour-based infrastructure development initiatives in East and Southern Africa. This programme now offers services to projects and programmes in several sub-Saharan. It is based in Harare, Zimbabwe with a liaison office in Nairobi, Kenya. The programme reports to the African Regional Office in Addis-Ababa and to EMP/INVEST in Geneva, and collaborates closely with the ILO's Subregional Offices (SROs) in the region.
In 1998, the ASIST Asia-Pacific programme was initiated, which is now active in eleven countries in the Asia and Pacific region, covering the full range of EIIP focus areas. It is based in Bangkok, Thailand, reporting to the Asian Regional Office in Bangkok and EMP/INVEST in Geneva, and collaborating closely with the ILO's Subregional Offices (SROs) in the region.
