El Salvador
After the earthquake in El Salvador, the EIIP was involved in a wider ILO
programme of employment generation and reconstruction. Efforts focused on
awareness raising regarding the potential of employment generation in public
investments in infrastructure, especially during reconstruction efforts. For
this purpose a study was carried out on the proportion of national investments
in infrastructure suitable for a labour-based approach, as well as a study on
the public contracting legislation and the access of small contractors. In
Usulután, a pilot project was prepared with a number municipalities, aimed at
the employment intensive construction of economic infrastructure. In the
participatory process an access road (stone paving) and jetties were prioritised.
The proposal was subsequently presented to the Social Fund FISE for funding.
