Capacity and Experience

The ILO is recognised as being the world leader for comprehensive policies in the area of local resource based infrastructure. Over the years the fundamental principles of labour based methods and local level planning have become accepted parts of development strategies.

The ASIST-AP programme has close internal links to other associated programmes of the ILO, to several other regional institutions dealing with infrastructure development, and has experience and expertise in the following aspects of employment intensive infrastructure development:

Policy and institutional measures to develop the framework for employment oriented infrastructure development;
Technical and socio-economic aspects of the design, appraisal, implementation and monitoring of infrastructure programmes;
Developing the capacity of local government organizations for the planning and implementation of employment intensive infrastructure programmes;
Participatory approaches for the planning and implementation of infrastructure programmes;
The framework for the development of a viable and vibrant small contracting sector;
The development of effective and sustainable infrastructure maintenance systems
