In promoting local level planning and labour-based technologies, the EIIP works at different implementation levels. At national level it works on the creation of an enabling environment, through awareness raising, the promotion of appropriate policies and legislation, and capacity building. At local level it focuses on creating an implementation capacity through the promotion of private sector implementation by small contractors, including the training of local contractors in labour based works and the capacity building of local government in contract administration and supervision. At community level the EIIP works on improving communities' capacities for organisation and negotiation to attain appropriate projects and execute them. 

The EIIP programme furthermore supports the reconstruction and recovery in countries affected by crisis, by ensuring investments in infrastructure provide much needed employment that enables reintegration and revitalises local economic development. The support in this situation seeks to bridge immediate crisis recovery to long-term development work.
