Who is eligible?
- Risk carriers such as insurance companies, semi-formal microinsurers, or federations of microinsurance schemes;
- Delivery channels including NGOs, cooperatives, banks and microfinance institutions, labour unions and employers'
associations, insurance brokers and agents, and other distribution channels.
Candidates should have some experience with microinsurance and a demonstrated commitment to serve the low income population. We especially encourage organizations from Latin America and West Africa to participate in this programme.
What kind of support can be provided?
Technical assistance (TA) grants can help start a new microinsurance scheme, launch or improve products, upgrade operations, meet legal requirements or obtain reinsurance. TA might be needed to conduct market research or price products, design information systems or identify process inefficiencies, develop marketing materials or train staff, improve claims processing or create an internal audit department. In short, any expertise that a microinsurer lacks could be supported by a TA grant.
The TA grants are designed for short assignments and meant to help the grantee address one or two very specific issues with the support of an experienced TA provider (selected through our roster), and thereby enable the microinsurer to achieve the next stage of operational capability.
The TA grant covers only a portion of the cost of the expertise that is needed. Average TA grants range from USD 5,000 to USD 15,000. In any case, non-profit organizations are expected to contribute 10% of the budget, and for-profit companies 25%.
Application process
Requests for TA grants are considered on a rolling basis. To apply for a grant, eligible institutions need to complete the application form and email it to microinsurancetechassist@ilo.org. Collecting information and disseminating best practices
A central purpose of the TA Programme is to strengthen the network of qualified TA providers. For this purpose, the Facility requests the grantees to evaluate the service they received by completing an evaluation form - (pdf 58 KB) on the TA provider's recommendations. This information helps us understand the effectiveness of the intervention and further development needs of the TA providers. As a follow up, the Facility also requests the grantees to
reflect 6 to 9 months - (pdf 59 KB) after the assignment on the impact of the grant (follow up form).
Grantees are also expected to analyze, document and share the lessons learned during the technical assistance assignment covered by the grant. The Facility also solicits input from the TA provider regarding their experiences to gain insights on emerging good practices as well as what did not work. We reserve the right to publish case studies based on the grantees' experience, on both successes and failures.
Hosting an emerging expert
Microinsurance providers are encouraged to participate in the
fellowships programme - (pdf 429 KB) by hosting an insurance professional. Through this programme, microinsurance providers can benefit from a solid professional experience and internalize some of the expertise of the fellow.
