Government Programmes in
Ukraine
Equitable Access to Opportunities Programme 2002-2005
This Programme is supported by the Ministry of Economy, State Committee on
Family and Youth, SIDA, IRF, Ombudsperson’s Office, Ministry of Justice,
Secretariat of Verkhovna Rada, Ministry of Education, Ministry of Foreign
Affairs, State
Committee of Information Policies, Radio and Television, Oblast Administrations,
Ministry of Interior.
The program aims to tackle significant gender inequalities in the following
critical areas:
a. Leadership and Decision Making
b. Media
c. Employment and Income
d. Private Entrepreneurship
e. Health and Life Expectancy
f. Security
g. Legislation
h. Gender Sensitive Policies
i. Civil Society
j. Access to Justice
k. Media and Education
As a result, policy makers at the central level, as well as on the regional
and local level, will receive training, gender desegregated data, analysis
and handbooks.
These tools will make gender mainstreaming of state policies and programmes
feasible. Women and men’s equal rights and opportunities will be protected
by legislation. Civil society organisations with innovative ideas on promoting
gender equality
will benefit from grants and networks. The regions of Ukraine will benefit
from direct support to government and civil society. The youth of Ukraine will
have
gender courses on the schedule in schools and at universities.
Woman in Society Program
The goal of the Program is to defend women’s rights and eradicate societal
gender discrimination by:
a. Encouraging the development of a national gender policy;
b. Supporting women’s participation in political decision-making at the
local, regional and national levels;
c. Furthering the development and strengthening of a network of Ukrainian women’s
NGOs; Supporting cooperation amongst women’s organisations at the national
and international levels;
d. Broadening Ukrainian women’s NGOs’ access to international resources
in this area.
e. Enhancing women’s economic opportunities by strengthening associations
of entrepreneurs that emphasise defending female entrepreneurs interests;
f. Supporting women’s NGOs active in the economic area;
g. Changing societal attitudes towards the idea of gender equality through
dissemination of these ideas in Ukraine, integration of gender-sensitive views,
methods and programs at all levels of education;
h. Establishing a single network of Ukrainian women’s NGOs, creating
thematic databases and communications networks;
i. Encouraging Ukraine’s representation in international women’s
events, and securing access by Ukrainian women to international resources and
information;
j. Disseminating knowledge on female reproductive system pre-cancerous and
cancerous disease;
k. Conducting public awareness activities on reproductive health issues, sexual
and reproductive rights, in particular among youth.
Woman and Economic Development Competition
The goal of the competition is to broaden economic opportunities for women
by strengthening entrepreneurs’ associations that defend the interests
of woman entrepreneurs, as well as through support for women’s NGOs working
in the economics area.
Competition activities include:
a. Providing training and consultation programs in support of small and medium
business in the regions (projects that involve employment of participants are
given preference); and,
b. Social partnership with state and civic bodies to support women in small
and medium business.
Woman and Gender Education Competition
The goal of the competition is to heighten societal gender sensitivity through
various methods and programs at all levels of education.
Competition on Innovative Approaches to Women’s Reproductive
Health Maintenance, Gender and Reproductive rights
The goal of the competition is to broaden knowledge on diagnosis of pre-cancerous
and cancerous diseases of the female reproductive system; public awareness
activities on reproductive health, gender and reproductive rights, in particular
amongst the youth.
Competition priorities:
a. New forms and technologies for information transfer on reproductive health,
gender and reproductive rights issues;
b. Prevention of pre-cancerous and cancerous disease of the female reproductive
system;
c. Social work with adolescents in orphanages, reform houses and the like.
Development of Information Networks for Women’s NGOs
The goal is to create a single Ukrainian women’s NGOs network, as well
as to establish thematic databases and communications networks.
Competition priorities include:
a. Conducting an NGO dialogue through the Internet;
b. Broadening NGO access in the regions, small cities and rural areas;
c. Organizing information campaigns through the Internet, hotlines, county
newspapers, local radio and television.
The Sophia Program
The programme “Promoting Women’s Entrepreneurship Development” is
administered by the Ukrainian Socio-educational Women’s Centre, Sprangbradan
(Sweden), the International Institute Woman & Management (Russia), It has
the financial support of TACIS Fund, Sweden International Development Agency
(SIDA) and UNDP Gender in Development Programme.
The overall objective of the project is to strengthen women’s position
on the labour market in Ukraine and to influence society so that women’s
competence will be seen and appreciated. In addition, the overall objective
is to support women entrepreneurs, women small business owners and women employees
within large companies so that they will be able to support themselves by their
work, develop the business in their own country and start making business with
other companies in Europe.
In the framework of the programme it is planned to create a centre in Kiev,
where unemployed women will find new ideas and support to start their own business,
and women-entrepreneurs get consultations of experts and have an opportunity
to create their own networks for experience exchange.
It is planned to carry out seminars-workshops on the following topics: “The
Psychology of a business owner”, “ABC Business” – running
a company step-by-step, business game “Look after your Firm”, “Leading
a company”, “Techniques of Business negotiations”, “Decision
Base – How to make the “right” business decisions”, “Practical
marketing and Branding”.
Also a tour to Sweden is planned for those women, who will be the most successful
during the seminars. The group of Ukrainian women will also take part in women’s
fair in St Petersburg.
The programme will be realised by experts and consultants from Sweden, Russia
and Ukraine.
Bizpro Ukraine - Women in Business Program
The BIZPRO Project, funded by the United States Agency for International Development
(USAID), was created out of the recognised need to provide small and medium
enterprises, or SMEs, with continued support to facilitate their growth and
development in order to improve their contribution to economic growth in Ukraine.
BIZPRO's Assistance to Women Business Development Program is targeted at fostering
women's proactiveness in getting better, stable position in business. BIZPRO
provides assistance to women business development by offering training programs
including issues of gender equity; providing equal opportunities for women-owned
businesses and women organisations to participate in all Project's activities
and programs; generating informational resources for women in business; and
supporting initiatives aimed at promoting or assisting business women.
