Government Programmes in Uganda - Office of the Prime Minister The Poverty Alleviation Project (PAP)The PAP is a scheme under the office of the Prime Minister, which supports income and employment generating activities to be undertaken by the poor. The main focus groups are women (especially widows), youth, disabled persons, demobilized soldiers, retrenched civil servants and orphans in Uganda. Youth Enterprises Scheme (YES) The Scheme, which aims at facilitating self employment, targets unemployed
graduates from university and other institutions. The training process involves
formal (practical orientation training) and apprenticeship in the relevant
