Five-Year Strategic Plan for Agriculture/Livestock

As the majority of women are concentrated in agriculture, agricultural training for women has received much attention. Already in the Fifth Five-Year Plans, a policy declaration was made to have at least 10 percent female agricultural extension workers. During the Eighth Plan period, there was a mandatory requirement that all farmers' groups both for crops and livestock include at least 20 percent women. Accordingly, the Five-Year Strategic Plan prepared by the Women Farmers' Development Division (WFDD) of the Ministry of Agriculture suggested two approaches for women's development in the agriculture sector:

  1. qualitative interventions from a gender perspective in the ongoing programs of the Ministry of Agriculture; and,
  2. the development of entrepreneurship among women farmers.

Accordingly, the Women Farmers' Development Division reports several examples of training in gender sensitization for farmer groups in agricultural development.

Under the Tenth Plan, the agriculture sector will be moved forward as a lead sector for poverty alleviation, as the Tenth and Eleventh plans are considered as an agriculture decade. In this regard, the Agriculture Perspective Plan has adopted the concept of poverty alleviation through agricultural development. Emphasis will be given to incorporate women in the mainstream of agriculture extension and towards their capacity development and professional enhancement.

The strategy of the Tenth Plan is to carry out women education as a campaign along with making primary education compulsory. Women education will be implemented as a campaign, mobilizing local agencies, non-governmental sector, civic societies and stakeholders. Efforts will be made to increase the participation of women in higher education. Special programme will be implemented for providing education opportunity to the disabled as well as to the people of backward groups and regions. Different subjects such as women and gender equality will be incorporated or revised in curriculum of various levels.
