National Guidelines in Indonesia - Mainstreaming/Planning National Movement on the Harmonious Equal Partnership between Men and Women through a Gender Approach The President of the Republic of Indonesia established this framework on Womens Day in Indonesia, 22 December 1995, to advance the promotion of women in national development on the basis of an equal partnership with men. The Harmonious Equal Partnership is defined as "a dynamic framework in which men and women have equal rights, obligations, positions, roles and opportunities, based on mutual respect and planned with a view to promoting the role of women." The instruction addresses the promotion of the position, role and qualities of women to achieve gender equality in the family, society, and the nation. It instructs all governmental bodies to implement gender mainstreaming for the application of gender perspective to the planning, formulation, implementation, monitoring and evaluation of national development policies and programs in accordance with their responsibilities, functions and authorities. In addition, these bodies are to earnestly stick to the Gender Mainstreaming Guideline in the National Development. The State Minister for the Empowerment of Women is to provide technical assistance to government agencies in the implementation of gender mainstreaming, and report the results to the President. The Gender Mainstreaming Guidelines for the National Development covers all processes of planning, formulation, implementation, monitoring and evaluation of national development policies and programmes. Minister of Manpower Circular No. 04 of 1988 (04/MEN/88) on the Implementation of the Convention on the Elimination of Discrimination Against Women Workers This Circular was addressed to Heads of Provincial Offices of Department of Manpower and Heads of Department of Manpower Offices throughout Indonesia in 1988. It requires company regulations and collective agreements to include equal pension age limits and equal medical benefit costs for male and female workers. In addition, Manpower Offices and Departments, when giving guidance during the formulation process of a collective agreement or company regulation, should ensure that they do not include any forms of discrimination against women workers, in accordance with the spirit of Act No. 7 of 1984 concerning the Ratification of the United Nation Convention on the Elimination of All forms of Discrimination against Women. Manual of Implementation Guidelines on Gender Mainstreaming in National Development 2002 The State Minister for the Empowerment of Women issued a Manual of Implementation Guidelines on Gender Mainstreaming in National Development in 2002. The manual defines "gender mainstreaming" as a strategy to achieve gender equality through the integration of male and female experiences, aspirations, needs, and issues in planning, implementation, monitoring and evaluation of policies, programmes, projects, and activities in various life and development fields. The objectives of the manual are to give directions for governmental bodies in implementing the Presidential Instruction concerning Gender Mainstreaming in National Development. The manual discusses gender mainstreaming in development planning, development implementation, monitoring and evaluation. National Development Masterplan for Women's Empowerment (RIPNAS) 2000-2004 The State Minister of the Empowerment of Women also created the 2000-2004 National Development Masterplan for Women's Empowerment. In order to make concrete the gender equality and gender equity in the livelihood of the family, society, nation and State, the Mission of Women Empowerment covers: "Improving the life quality of women in any strategic sectors; rising the socialization of gender equality and gender equity; eliminating any form of violence against women; enforcement of Human Rights for women; and empowering and increasing the independence of women institutions and organizations."
