National Guidelines in Indonesia - Co-ordination of Development Projects

Technical Guide to Implement the Programme Management for the Advancement of Women at Sub-National Level (Instruction No. 17/1996)

Presidential Instruction No. 5 of 1995 ordered the Office of the Minister of State for the Role of Women to collaborate with the Minister for Home Affairs, Governors and Regents to better manage and monitor coordination of development projects for women at the sub-national level. The Ministry of Home Affairs accordingly issued this guideline on how to improve management co-ordination of development programmes for women at the sub-national level. The management coordination at sub-national level is administered by the provincial governor with the assistance of a Management Team for the Advancement of Women headed by a vice-governor.

Guide on Implementation of Managing the Advancement of Women in Development at the National/Central Level. (Decree No. 45/1997)

Presidential Instruction No. 5 1995 ordered that the Office of the Minister of State for the Role of Women collaborate with the Minister for Home Affairs, Governors and Regents to better manage and monitor coordination of development projects for women at the sub-national level. Consequently, the Guide was issued by the State Minister for the Office for the Role of Women to give guidance on co-ordinating development programmes for women.

Manual of Implementation Guidelines on Gender Mainstreaming in National Development 2002

The State Minister for the Empowerment of Women issued a Manual of Implementation Guidelines on Gender Mainstreaming in National Development in 2002. The manual defines "gender mainstreaming" as a strategy to achieve gender equality through the integration of male and female experiences, aspirations, needs, and issues in planning, implementation, monitoring and evaluation of policies, programmes, projects, and activities in various life and development fields. The objectives of the manual are to give directions for governmental bodies in implementing the Presidential Instruction concerning Gender Mainstreaming in National Development. The manual discusses gender mainstreaming in development planning, development implementation, monitoring and evaluation.

National Development Masterplan for Women's Empowerment (RIPNAS) 2000-2004

The State Minister of the Empowerment of Women also created the 2000-2004 National Development Masterplan for Women's Empowerment. In order to make concrete the gender equality and gender equity in the livelihood of the family, society, nation and State, the Mission of Women Empowerment covers:

"Improving the life quality of women in any strategic sectors; rising the socialization of gender equality and gender equity; eliminating any form of violence against women; enforcement of Human Rights for women; and empowering and increasing the independence of women institutions and organizations."

In order to achieve these objectives, the Minister's policies are as follows:

  1. "One Door Policy" is a temporary policy to perform gender mainstreaming in every sector of development;
  2. Raising the quality of women human resources, particularly with respect to education, training, health, politics, law, and economy;
  3. Law reform and legal development;
  4. Elimination of violence against women;
  5. Implementing women's human rights;
  6. Directing State institutions on women empowerment;
  7. Extend the roles and independence of women's organizations; and
  8. Increased participation in society by women.
