The Programme for the Promotion of Equal Opportunities for Women on Employment and Vocational Training (PROIMUJER) is a pilot programme, which seeks to generate inputs and learning about the promotion of equal opportunities in vocational training and the improvement of the quality of female labour supply. These inputs and experiences are intended to be incorporated into the permanent programmes of the Ministry.

The creation of an inter-institutional area, where the Technical Multidisciplinary Teams, the Training Centres, the local Councils and actors participate under the co-ordination and supervision of the DINAE through the Co-ordination Unit, is one of the main strategies of the Programme. The general objective of the programme is to promote an active employment policy in the field of training. This policy is intended to increase the quality of women's labour supply according to the requirements of the labour market regarding new competencies.

The specific objectives are:

a. To enable women in the Programme to develop skills to face all kind of situations within the labour market.

b. To enable women in the Programme:

i) to develop an attitude of ownership of the training process as well as a commitment to continuing it; and,
ii) to develop positive attitudes towards permanent change and self-generation of alternative job opportunities.

2. To increase the employability of women as well as to enable participants to design their own labour or occupational training projects. A labour or occupational training project is a set of co-ordinated actions that an individual defines, plans, executes, and revises in order to better enter the labour market. It involves an objective, a self-diagnosis and the planning of the steps ahead. The Programme develops training activities regarding gender and competences in order to accompany this process.

3. To enable participants to develop their vocational training according to their individual characteristics, potential capabilities and labour market demands.

4. To achieve the entry into working life of 30% of the participants of each of the vocational training courses and to improve the employability of 50% of all participants in the Programme.

5. To transfer methodology and relevant experience to the DINAE so that it can be included in employment and training policies.

6. To generate inputs and learning on gender perspectives in order to incorporate them in the active employment policies that the DINAE-JUNAE system develops in the country as well as to technically strengthen the Vocational Training Centres.
