Equality of Opportunity in Education and Training - The Bund-Länder Commission for Educational Planning - Germany

The Bund-Länder Commission for Educational Planning (Bund-Länder-Kommission für Bildungsplanung - BLK)

The Commission was established in 1970 by an Administrative Agreement between the Federal and Länder governments. It is an intergovernmental commission and cooperates closely with the various Conferences of Länder Ministers with a prime focus is on educational planning and innovation in education and research promotion.

With regards to the promotion of women, the Federal and Länder governments signed an agreement on 16 December 1999 concerning the promotion of equality in research and education between women and men in further education and the sciences under the further education programme (Hochschul- und Wissenschaftsprogramm HWP). The agreement has as its legal basis, article 91b of the Basic Law on the Mutual Efforts of the Federal and Länder Governments to Promote Equality of Opportunity in Further Education, Training and the Sciences. Article 1 of the agreement establishes a programme to achieve equality of opportunity for women in research and training, the cost of which is to be shared equally between the Federal and Länder governments. The objectives of the programme include:

  • removing structural barriers to equality of opportunity in further education and training;
  • increasing the proportion of women holding scientific qualification and degrees; and,
  • the increase in the number of women in managerial positions in further education and training.

The Commission also issued a report on promoting women in further education and research on 7 June 1999. It analyses the motives and interests of girls and women throughout education and in the academic choices they make and shows the need to support girls and women in their academic career through well-directed information and guidance. It also indicates how opportunities and perspectives in that process of developing a career path could open up a different labour market for women.
