This manual is based on experiences with micro-leasing schemes in many different parts of the world. It focuses on small and micro enterprises. It aims to help managers of NGOs and micro-finance institutions in developing countries who are considering starting a leasing scheme. The manual explains leasing, how to design and market a lease product, and how to deal with regulatory and fiscal issues. Practices from different countries are presented to illustrate general notions of leasing.

Access to finance is one of the major constraints for the market entry and growth of small construction companies tendering for public work contracts in developing countries. This paper provides an overview of how small contractors finance the necessary construction equipment, and how public work programmes are involved in facilitating access to finance for these firms. The financial mechanisms include bridge finance, credit guarantees, prefinancing of equipment by public work programmes and, above all, leasing. It is recommended to seek and facilitate the involvement of local financial institutions – amongst which micro-finance institutions – in the delivery of leasing services to small contractors
