Guarantee funds for small and microenterprises

Guarantee funds can facilitate access to finance for small enterprises. Provided that they are well-designed and professionally managed, guarantee funds can have a significant impact on growth and employment. They produce additional lending in instances where small entrepreneurs do not have collateral or where for some reason the system to create security interests does not function properly.

On the basis of its experience in supporting guarantee funds in different parts of the world, the Social Finance Programme has developed a support package for organizations that are managing a credit guarantee fund. This support package includes a training manual “ Guarantee Funds for Small Enterprises: A manual for guarantee fund managers". The programme offers training on guarantee fund management through a network of accredited training institutions and the ILO International Training Centre in Turin.
