BIOGRAPHIES OF RESOURCE PERSONS

Sr. C.M. Abascal Carranza

Actualmente es Director General de Afianadora Insuragentes Serfin y Presidente de la Confederación Patronal de la República Mexicana (COPARMEX).

Cursó el Programa de Alta Dirección de Empresa en el IPADE (l980-1981).

Estudió la carrera de abogado en la Escuela Libre de Derecho de l968 y l972. Se tituló con la Tesis: "Relaciones entre el Poder Temporal y el Poder Espiritual".


Ms. A. Arango de Arbeláez

Ms. Amalia Arango de Arbeláez is the Executive Director of the Corporación Acción Por Antioquia (ACTUAR) in Colombia.

She is a qualified layer and has worked with the family firm; she has also worked as an adviser on family law at the Colombian Institute for Family Welfare. She is President of the Social Trade Promotion Board, member of the board of the Commercial Credit Company and Member of the Board of Governors, Technology and Environmental Consulting (TECCA) in her country.

She has been a guest speaker at a number of conferences on micro-enterprises in Argentina, Colombia and Venezuela and she is an adviser on family enterprise development to the Mendoza Foundation in Caracas, Venezuela.

Ms. Arango is author of two publications "Property in common-law marriage" and "The family enterprise: a development alternative in Colombia". She is a doctor in law and political science and is a Bachelor in Social Work.


Mr. B. Bacon

Brian Bacon is President of the World Business Academy, a San Francisco-based business network with over 500 members involved in research and education in the areas of corporate social responsibility and the development of human capital.

He is a chartered management consultant (CMC) and Chief Executive of IPC Worldwide - a corporate advisory firm with a network of offices throughout Europe, USA, India, the Far East and Pacific Rim. As a corporate advisor, his clients have included Coca Cola, Ford Motor Company, Royal Dutch Shell, Goodyear, IBM, General Electric, Glaxo, Ciba Geigy, Upjohn & Pharmacia, Procter & Gamble and Volvo.

He is a Visiting Scholar at the International Institute of Labour Studies in Geneva and has lectured on strategic management and human capital development at IHM. Business School in Sweden, the Copenhagen Business School the Swedish Naval Academy and the Danish Defence Forces Leadership College.


M. M. Barde

Michel Barde est Secrétaire général de la Fédération des syndicats patronaux de Genève ainsi que de la Fédération romande des syndicats patronaux depuis l982 et Délégué employeur suisse à l'Organisation International du Travail depuis l995.

M. Barde a fait ses études à Genève ou il a obtenu sa licence en droit et son diplôme de l'Institut Universitaire de Hautes Etudes Internationales. Il a travaillé comme Rédacteur de politique étrangère et nationale au Journal de Genève de l965 à l969 ensuite comme attaché à la Présidence du Comité international de la Croix-Rouge (CICR) de l969 a l974. Il a fait des stages en France, en Allemagne et en Suisse auprès des diverse fédérations patronales avant de rejoindre la Fédération des syndicats patronaux à Genève comme Secrétaire de Direction.


Ms. M. Barner

Ms. Marianne Barner is the Product Manager at IKEA of Sweden since l993. She has the worldwide responsible for tableware, gift items and cookware, including the purchasing strategy.

Prior to joining IKEA, she was marketing and purchasing manager at Duka, Sweden, and Marketing Manager at Orrefors Glassworks, Sweden.

Ms. Barner graduated at the Stockholm School of Economics and Business Administration..


Mr. D.S. Boateng

Mr. David Sarpong Boateng is the Minister for Employment and Social Welfare of Ghana. He is also very active as a Member of Parliament in the Koforidua Constituency, a member of the Divestiture Implementation Committee, Chairman of the Redeployment Management Committee, Chairman of the Tripartite Committee, Chairman of the SSNIT Board, Co-Chairman of NACVET Board and Convenor of the Cabinet Sub-Committee on Social Affairs.

Following his appointment as Principal of Ghana Labour College, Accra, he was PNDC Deputy Secretary (Deputy Minister) from l986 to l989, and PNDC Secretary of State (Minister) in l990, before being appointed Minister of State at the Ministry of Employment an Social Welfare in l992 to the present day.

Mr. Boateng attended Advanced Teacher Training College, Winneba, the University of Cape Coast, Cape Coast, and Cornell University, New York.


Mr. L. Boyd

Mr. Leslie Boyd is a Deputy Chairman of Anglo-American Corporation, Chairman of Anglo-American Industrial Corporation (Amic), Amic Industries Ltd., Highveld Steel and Vanadium Corporation, Daewood Amic Joint Venture Business South Africa and non-executive Chairman of Anglo American Platinum Corporation (Amplats) and Allied Technologies (Altech).

Mr. Boyd started his career in the British steel industry and was works manager at steel works in Scotland and England before joining Highveld Steel as General Works Manager in l970. In l972, he was promoted to General Manager and Managing Director in l974. He was appointed Chairman of Highveld Steel in l983, a member of the Executive Committee of Anglo-American Corporation in l984 and Deputy Chairman of Anglo-American Industrial Corporation in l988. The last President, in l989, of the South African Federated Chamber of Industries, Mr. Boyd was the founding President of the South African Chamber of Business (SACOB). His term of office ended in l990. In addition, he is Past President of the Steel and Engineering Industries Federation of South African and past Chairman of the Corporate Forum. He is a member of the Board of the International Iron and Steel Institute and a director of many banks and business corporations in South Africa.


Mr. W. Brett

Mr. Bill Brett is Vice-Chairman of the ILO Governing Body, and is also Chairman of the Workers' group in the ILO.

Mr. Brett became General Secretary of the Institution of Professionals, Managers and Specialists, which is a trade union for professional workers (scientists, engineers, air traffic controllers, architects, etc.) in l989, and was re-elected as General Secretary for a further five-year term in l994. He joined the Institution in l974 as Assistant Secretary responsible for members in environment and agriculture. He then became Assistant General Secretary in l980, with responsibility for members in the growing private and wider public sectors.

Prior to his service with the Institution, he worked as a British Rail booking clerk and soon became a full-time TSSA official, as a negotiator with the bank employees union, and from l968 to l974, as divisional officer with the Association of Scientific, Technical and Managerial Staffs.. In the l970s, Mr. Brett also presented "Union Scene" for BBC Radio - a programme dealing with trade union issues.

Mr. Brett is a member of the General Council of the TUC since l989 and also sits on its Executive Committee. He is a member of the Executive Committee of Public Services International, and sits on the steering group and Praesidium of the European Public Services Committee, the European Community social partners for the public sector. In the Civil Service trade union movement he is a member of the Major Policy Committee of the Council of Civil Service Unions.

He published a book called "International labour in the 21st Century" a personal view on the ILO as a "monument to the past or a beacon for the future?"


Ms. J. Capt

Ms. Josiane Capt is the Research and Programme Officer in the Microenterprise and Informal Sector Section of Entrepreneurship and Management Development Branch of the ILO. She carries out research as well as planning, monitoring and evaluation of technical cooperation projects and programmes relating to microenterprise and handicraft promotion in Africa, Asia and Latin America, giving assistance as regards training, credit, technology, marketing and management. Emphasis is put on institutional structures providing training, extension and other support services and on the linkages between them. Ms. Capt is also the Focal point for women and gender questions for the ILO's Entrepreneurship and Management Development Branch.

She has collaborated in publishing several ILO publications on small contractors, microenterprises and gender issues in micro and small-scale enterprise development.


Mr. H.K. Chinery-Hesse

Mr. Herman Chinery-Hesse is the Director of S.O.F.T. Co. Ltd., Ghana.

He was employed as Manufacturing Engineer at Cape Boards, United Kingdom. He worked as a freelance software engineer in the UK before returning to Ghana in l991, and establishing S.O.F.T.

Company Limited, which is currently the leading computer software house in Ghana, with several application in diverse areas from traditional business to unique and specific bespoke systems..

Mr. Chinery-Hesse obtained a degree in industrial technology at South West Texas State University in San Marcos, Texas, USA.


Mr. M. Clemensson

Mr. Martin Clemensson is the ILO's Coordinator for the "Start Your Business"(SYB) and "Improve Your Business" (IYB) programme since May l995. Before taking up this post at ILO Headquarters in Geneva, he spent 8 years in Eastern and Southern Africa with the regional IYB projects, in Nairobi, Kenya, and in Harare, Zimbabwe. In l992, he was appointed Chief Technical Adviser of the regional IYB project which introduced the programme to and supported small enterprise development organizations in 16 countries in Eastern and Southern Africa.

Prior to joining the ILO in l987, he worked with the Swedish National Board for Consumer Policies in Stockholm, Sweden, as an economist. He was particularly involved in training and conducting awareness campaigns directed at local politicians and in policy advice regarding credit management. He obtained a BA at the University of Gothenburg in Sweden in l981, majoring in political economy, business administration and sociology.


Mr. G. Davis

Ged Davis has been Head, Scenario Processes and Applications in the Corporate Centre of Shell International Ltd. (UK) since the beginning of l996. His main interests are in the development and use of scenarios throughout the Royal Dutch/Shell Group - scenarios have been for many years as the major tool used for strategy development in the Group. Prior to the re-organisation of Shell International earlier this year he was Head, Socio-Politics and Technology in Group Planning. From November l990 to the middle of September l994, he was Head of Group Investor Relations. In this capacity he has had close contact with the financial markets and communities in the United States and Europe.

He joined the Group's New Enterprise Division in l972 and spent much of the l970s in the Coal coordination working on planning, business development (primarily in North and South America) and technology development, as Head of Development Projects.

In l977, he moved to the Shell Company of Australia, initially to work on coal technology development and then as Manager, Coal Supply and Marketing, with particular emphasis on market development in Asia. In l980, he returned to London with responsibilities for energy scenario development in the Group Planning coordination. From l982 to l986, he was Head of Planning and Supply Appraisal in Shell's European organisation in the Hague, and from l986 to l990, he was Head of Energy in the Group Planning coordination responsible for worldwide energy analysis, including global energy scenarios.

He graduated in Mining Engineering at Imperial College, London, and has postgraduate degrees from the London School of Economics and Stanford University California.


Ms. P. DeDominic

As Chief Executive Officer of PDQ Personnel Services, Inc., Patty DeDominic spearheads a company that places hundreds of administrative support personnel. The company she founded in l979 provides innovative staffing solutions for clients in business, industry and government in the greater Los Angeles area.

Ms. DeDominic is a recognized national leader in entrepreneurial and employment issues. She stands among a select group of business people who advise political leaders both in Sacramento and Washington D.C. She has led teams worldwide including the US Women's Business Delegation to the Fourth World Conference on Women convened by the United Nations and a task force to assist the Jamaican Ministry of Labour in upgrading the country's employment practices. She participated in the first US Department of Commerce trade mission developed for American business women.

She has been recognized by Congress for her outstanding achievements in business, and by labor and business groups as a human resources expert. An active participant in community service, Ms. DeDominic serves of the board of Directors of the Greater Los Angeles Chamber of Commerce, the California Chamber of Commerce, St. Vincent's Medical Center Foundation, the American Red Cross, and the Los Angeles Urban League. She is a past president of the National Association of Women Business Owners, and now serves as World President of the Americas to its sister organization F.C.E.M. She is a member of the Young Presidents' Organization and the Committee of 200. She is the recipient of numerous business and entrepreneurial awards.

She frequently speaks and writes on business, human resources, jobs, customer service and industrial relations issues, and has published in The Wall Street Journal and Los Angeles Business Journal. Her book, "The new world of work" has just been published.


Ms. M. A. Ducci de Santa Cruz

Ms. Ducci is currently the Chief of the new Training Policies and Systems Branch of the Employment and Training Department of the ILO. Between September l994 and June l996, she was the Chief of the former Training Policies and Programme Development Branch. She has served as the ILO's Special Adviser on Women Workers' Questions since l991.

Ms. Ducci joined the ILO in l979 as an expert on education, training and employment polices at the Inter-American Vocational Training Research and Documentation Centre (CINTERFOR), based in Uruguay. She has conducted extensive research on education and training policies and on the organization, development and management of training systems and programmes; has provided advisory services on these matters to governments, employers' and workers' organizations, international bodies and national institutions in the public and private sector; and has been actively involved in promoting and conducting technical cooperation activities.

Ms. Ducci was director and principal investigator of a major regional research project on changes and innovations in vocational training systems in Latin America and Caribbean countries, under the auspices of the ILO, the World Bank, the Inter-American Development Bank, IDRC and GTZ. Lecturer and consultant to national and international organizations, Ms. Ducci has published widely in the field of human resources development.

Ms. Ducci is a sociologist. Before joining the ILO, she was Deputy Director of the Institute of Labour and Social Development in Santiago, and the coordinator of a regional project in Latin America and the Caribbean for the Organization of American States.


Ms. J. Dy

Ms. Fe Josefina F. Dy is the Chief of the Conditions of Work and Welfare Facilities Branch in the ILO. This Branch is responsible for technical areas such as working time (e.g. the arrangement of working time and employment issues); the implications of working conditions for workers' dignity and equality (e.g. workers' privacy, sexual harassment, violence at work); and workers' welfare and innovative workplace programmes (e.g. training programmes on working conditions and productivity in small enterprises, work organization and ergonomics, and voluntary "socially responsible" enterprise programmes).

Ms. Dy joined the ILO in l975 as a member of the General Conditions of Work Branch. Her work focused on the impact of new technology on conditions and organization of work. She was transferred to the Regional Office in Bangkok in l989 as Regional Adviser on Conditions of Work and Welfare Facilities. She returned to Geneva in l992 as Chief of the Child Labour and Vulnerable Workers Section. Ms. Dy has advanced degrees in Industrial Psychology and Organizational Behaviour.


Mr. A.W.A. de Haas

Mr. de Haas joined the central personnel department of Philips Electronics in l971. He moved to the legal department in l975, where he specialised as a company lawyer in labour and company law. In l985, he was appointed Deputy Director with responsibility for the general management of the labour relations department.

Since l992, he has been a member of the Management Committee of the Dutch Philips organisation where he is responsible for real estate, the environment and human resources policy. Philips has 40,000 employees in the Netherlands.

Mr. de Haas is also a member of the Executive Committee of the Federation of Netherlands Industry - Netherlands Federation of Christian Employers (VNO-NCW), Vice-President of the Federation of Mechanical and Electrical Engineering Industries and President of ORGALIME (Liaison Group of the European Mechanical, Electrical, Electronic and Metalworking Industries).

Mr. de Haas studied law in Utrecht University and graduated in l969.


Ms. L. Franks

Ms. Franks founded a UK Consumer PR Company in l992, then sold it 20 years later to focus on using her communication skills in a conscious manner that would bring values in to the world of business. She left her agency '92 and travelled the world in multinationals, nation states, NGOs and grassroots organisations. Created the major UK event "What Women Want" to draw attention to the changing position of women in society, prior to attending the Beijing Women's Conference; she chairs the UK's first women's radio station; has become a spokesperson on women's issues and socially responsible business practices and is currently writing a book on her experiences over the last four years. She is also in the process of setting up a global "What Women Want" organisation aimed at training and empowering women at a grass roots level as well as a Foundation for a global communications network.


Mr. R.F. Giwa

Mr. Rufus F. Giwa is the President of the Nigerian Employers' Consultative Association (NECA), and Chairman, National Committee, and National Manager, Unilever Companies in Nigeria since l983.

Mr. Giwa began as a teacher with the L.A. School in Ilepo, Ikare, Nigeria. He then joined Lever Brothers Nigeria PLC, where he started as a Warehouse and Stores Manager in l966 and held the positions of Commercial Accountant, Computer Services Manager, Marketing Accountant, Deputy Chief Accountant, and finally Commercial Director in l979. In l982, he was posted overseas as Commercial Officer with Unilever PLC in London. He returned to Unilever Brothers Nigeria PLC as

Corporate Affairs and Personnel Director in l984, and was appointed Chairman/Managing Director in l987.

Mr. Giwa has been the President of the Manufacturers' Association of Nigeria since July l996 and is a member of a number of boards of directors in Nigeria including the University of Lagos Enterprises Management Board. He is also the Immediate Past National President and Past President of the University of Lagos Alumbi Association, Lagos State, from 1988 to l992, and from l984 to l988, respectively.

Mr. Giwa has received many awards for his contribution to business in his country. He qualified from the Divisional Teachers' College in l960 and from the University of Lagos in l966.


Mr. P. Gopinath

Mr. Padmanabha Gopinath is Assistant Director-General of the ILO, and Director of the ILO's International Institute for Labour Studies. Educated at the University of Delhi and Christ Church, Oxford, he served in the Indian Foreign Service before joining the ILO in l970. He was appointed Chief of the Director-General's Cabinet of the ILO in l972, and subsequently was the ILO's Special Representative to the United Nations. He has also served as Director for Development and International Economic Co-operation in the United Nations Secretariat in New York, and as Special Adviser to the Administrator of the United Nations Development Programme (UNDP).

The International Institute for Labour Studies is an autonomous facility of the ILO to promote informal policy debate between the academic community and business, labour and government, on emerging social policy issues of common concern. The Institute is currently engaged in exploring the policy implications of globalization, with particular reference to the impact of changing corporate strategies and cross-border production systems on labour institutions and the world of work.


Mr. H. Gospel

Mr. H. Gospel holds the position of Chair of Management Studies at King's College in the United Kingdom.


Mme. K. Hagen

Mrs. Katherine Ann Hagen is Deputy Director-General of the International Labour Organization, in Geneva, and has responsibility for relations with the United Nations system and the international financial institutions, for public relations and for liaison with the American tripartite members of the ILO. She works closely with the World Bank and the International Monetary Fund to stimulate a policy dialogue on issues of mutual concern and to encourage enhanced collaboration in the programs and operations of the respective organizations. As part of her responsibilities for relations with the UN system, she has recently assumed the chairmanship of the ACC Task Force on Employment and Sustainable Livelihoods.

Before joining the ILO in l994, she was Vice President for Federal Government Affairs as AT & T. She was instrumental in persuading Congress to enact an important revision in pension funding law to strengthen the funding of retiree health benefits.

She was elected to the North Carolina State Senate three times in the mid-l970s. As a State senator, she worked with unions, civil rights' organizations and other interest groups on legislation to promote equal opportunity, juvenile and criminal justice reform and election law reform.

Ms. Hagen holds a Ph.D. in international relations and a J.D. in law.


Mr. H. Hammar

Mr. Hans Hammar is presently Assistant Director-General of the International Labour Office with responsibility for promotion and coordination of ILO activities directed towards enterprises.

He is a lawyer specialising in international law, and, before joining the ILO, he worked in management positions in private industry in Sweden and as international lawyer for the five Nordic employers' organizations.

Hans Hammar joined the ILO in l969 and, as Director of the Bureau for Employers' Activities, was responsible for a new ILO Programme of Assistance to Employers' Organizations in Developing Countries and, since l990 also in countries in transition particularly in Central and Eastern Europe.


Mr. M. Hansenne

Mr. M. Hansenne was elected Director-General of the International Labour Office in l989 and re-elected in l993.

He started his career as a Member of the Belgian Parliament in l974. He was appointed Minister for French Culture from l979 to l981, Minister for Employment and Labour from l981 to 1988, and in l988 he became Minister for Civil Service.

Mr. Hansenne has published "Emploi, les scénarios du possible" and has had several articles published in national and international journals. He got his Doctorate in Law in l962, and a Degree in Economics and Finance in l967, from Liège University.


Mr. M. Henriques

Michael Henriques is Head of the Small Enterprise Development Section under the Entrepreneurship and Management Development Branch of the ILO. He has undertaken advisory missions to more than 30 countries in the area of enterprise development policies, strategies and programme since first joining the ILO in l982, and was, prior to taking up his present assignment, in l993, responsible for ILO's enterprise development programme in the Asia and Pacific Region.

Before joining the ILO, Mr. Henriques has held several line management positions in the private sector, and has also worked as a management consultant in both the private and public sector.

He has an MSc in Mechanical Engineering from the Technical University of Denmark and an MBA from Harvard.


Ms. K. Hill

Ms. K. Hill is the Senior Information Analyst, Bureau of Active Partnership and the Promotion of Technical Cooperation Branch in the ILO, Geneva. She joined the ILO in l973, working for fifteen years as the Information and Technology Officer for the Finance and Administration Department. For the past seven years, she has been the Senior Information Analyst for the Bureau of Active Partnership and the Promotion of technical Cooperation Branch. She is the ILO's coordinator for Women in Development and gender-related activities and is a founding member of the Action Group for Equality, and informal organization which promotes equal opportunity and treatment for men and women in the ILO.


Mr. G. Hultin

Mr. Göran Hultin joined the ILO as Director of the Bureau for Employers' Activities in l994. He was previously the International Director of the Confederation of Finnish Industry and Employers, during which time he attended ILO meetings as an Employer member of the Governing Body.

He has long experience of working with the private sector, including Honeywell, in Singapore and Brussels, and EKONO Consulting Engineers in Helsinki.

Mr. Hultin has his MS in Chemical Engineering and has studied Advanced Management in Switzerland, Marketing Management in Strathclyde and at the INSEAD International Executive Program in Fontainbleau France.


Mr. M. Ishida

Mr. Masaru Ishida was appointed Director of the Enterprise and Cooperative Development Department of the ILO in l996, after joining the ILO as Chief of the Entrepreneurship and Management Development Branch in l995.

Mr. Ishida started his career with Shell. From l970 to l977, he was Manager of Personnel Planning at H.O. Shell, in Japan, then from l977 to l979, he worked in Personnel Planning and Employee Relations with Shell Group Personnel in London, before returning to Japan to be Director of Consumer Products in Shell Kaguku from l979 to l983. He was then seconded to Camping Gas K.K. as General manager and Representative Director and became President. From l994 to l995,

Mr. Ishida was President of Pla Dio Tokyo and Director of New Business Development, Rising Sun, Japan.

Mr. Ishida, who has published extensively in English as well as Japanese, has a BA in Commerce from Kwansei Gakuin University, and a Distinction in Economic Development Diploma from Linacre College, Oxford University.


Mr. S. Itoh

Mr. Sukesada Itoh started his career as a naval architect at the SUMITOMO Heavy Industry. He joined the enterprise level trade union movement at an early stage and was later elected the President of the Japan Confederation of Shipbuilding and Engineering Workers' Unions at the same time he served as Vice-President of Rengo/Japan Trade Union Confederation. In l993, he was elected as a Workers' Member of the ILO Governing Body.


Mr. A. Jeetun

Mr. Azad Jeetun is Director of the Mauritius Employers' Federation (MEF) since 1991. He started work with the MEF as an economist in l979. He was President of the Mauritius Tax Payers' Association from l987 to l989, and is presently a member of the Mauritius Freeport Authority, the Council University of Mauritius, Honorary Director of the Mauritian Institute of Management, and serves as an Employer member of the ILO Governing Body since l996.

Mr. Jeetun has a BA in Hons Economics and a MA in Economics, Post-Graduate Diploma in Statistics, MAEP Economic Policy and Ph. D Economics. He was also a Ford Foundation Research Fellow from l976 to l978 and Hubert H. Humphrey Fellow from l984 to l985.


Ms. K. Jespersen

Ms. Karen Jespersen has been Minister for Social Affairs in Denmark since l993. As a Minister she has initiated the campaign "Our Common Concern - The Social Commitment of Companies". As part of the campaign, Ms. Jespersen has invited a group of business executives to form a National Network in order to strengthen the dialogue between government and business.

Prior to her political career, she has worked as political reporter, and is co-writer of a number of books.


Mr. J. Jiménez Aguilar

Mr. Juan Jiménez Aguilar is the Secretary-General of the Confederation of Spanish Employers' Organisations (CEOE) since l984.

In l975, he was nominated Italian Consul in Granada. He has been national President of the Spanish Confederation of Small and Medium-sized Enterprises and a member of the Executive Comittee of the Spanish Confederation of Employers' Organizations, of which he became the Secretary General in l984. He was also Vice-President of the Confederation of Andalusian Employers' Organizations. Since l983, he has been Co-President of the Committee of Interpretation which regulates collective bargaining in Spain. He has participated in the Economic and Social Agreement in l985 and l986. During the period l989 to l990, he represented the Confederation at several roundtables and meetings on social dialogue and participated in the discussions on the Competitivity Agreement of l991; he also participated in the EC Plan of Convergence of l992 and Social Agreement of l993. He has represented the International Organisation of Employers at training courses for enterprise managers from several Latin American countries. Since l983, he is the CEOE's representative to the annual International Labour Conference and to the UNICE Executive Committee. He is Vice-President of the Spanish Economic and Social Council established in November l992.

Mr. Jiménez has resided in Malaga since l983 where he has developed extensive commercial and industrial activities in relation to the construction sector. He is a graduate of the University of Granada's Law School and from the Official School of Social Graduates.


Mr. F. Kales

Mr. Frank Kales is the General Manager of the Global Education and Training at IBM's International Education Centre in La Hulpe, Belgium, since l995 with the responsibility of directing IBM's Customer and Internal Training, worldwide.

He joined IBM in the Netherlands in November l965, as Systems Engineer in l970. He was appointed District Systems Engineer Manager and in l973 and Marketing Manager in 1974. He spent some time on an assignment in the United States and returned to the Netherlands in l980 to lead Service Business Marketing as Branch Manager. Frank was then appointed Sales Manager, initially for typewriters and supplies. The responsible for setting up the personal computer business and the dealer-channel was added in l983. In l985, he was appointed Director of Operations for Spain and Belgium in areas division headquarters in Paris. His next assignment was Director of Marketing in IBM CHQ, after which, in l988, he became Assistant General Manager of Marketing and Services in the Netherlands.


In l990, he was appointed Vice President of Personal Systems and AIX LOB for Europe based in Paris. In l991, he became PS Director of Strategy and Plans in the Personal Systems LOB in Somers.

In l992, he was appointed General Manager, Education Europe at the International Education Centre in La Hulpe, Belgium, eventually expanding to include responsibility for education business in Europe, Middle East and Africa.


Mr. C. Kapartis

Mr. Costas Kapartis is the Secretary-General of the International Organisation of Employers, Geneva, Secretary of the Employers' group of the ILO Governing Body and of the International Labour Conference. He began working with the IOE initially as Executive Secretary in l975, then became Deputy Secretary-General in l980 and Secretary-General in l990.

Prior to that, he worked in various positions, finally in charge of labour relations section, in the Ministry of Labour and Social Insurance in Cyprus from l965 to l957. From l965 to l975, he was Director-General of the Cyprus Employers' Federation.

A member of the Labour Advisory Board, the Arbitration Tribunal and the Productivity Centre, he has played a significant role in the elaboration of the labour relations system, the enactment of labour legislation and the signing of the Basic Agreement between the central employers' and workers' organizations in his country.

He has attended the International Labour Conference uninterruptedly since l966, as the Employers' Delegate from Cyprus until l974 then as a member of the IOE Secretariat.


Mr. T. Kline

Mr Thomas Kline is the Vice-President of Manufacturing Strategy at Pfizer's world headquarters in New York where he oversees new pharmaceutical manufacturing initiatives in the rapidly changing health care environment. He is also responsible for developing and implementing policies related to Pfizer's involvement in New York City.

Since joining Pfizer in l970, he has held a number of assignments in Puerto Rico, Maryland, California and at Pfizer world headquarters. He was a member of the acquisition and start-up teams which initiated Pfizer's involvement in the production and marketing of both tomographic scanners and mammography equipment. In l976, he served as a White House Fellow.

In his last position, Mr. Kline was Plant Manager of Pfizer's pharmaceutical manufacturing plant in Brooklyn , New York. He downsized and streamlined plant operations, implemented new technologies and returned the facility to profitability. He also was a catalyst in stimulating the revitalization of the urban community around the plant site. This effort led to a number of improvements in community housing, employment, education and crime deterrence.

He earned both a BA and MS Degree in Industrial engineering from the University of Tennessee and the University of Missouri respectively. He received a research fellowship to Missouri where he participate din biomedical research.



Mr. V.P. Kolmogorov

Mr. V. P. Kolmogorov is the Vice-President of the Russian Union of Industrialists and Entrepreneurs since l992, and Chairman of the Coordination Council of the Russian Employers. He is also active in various Russian public organizations, being a representative of employers in the Tripartite Commission on Regulation of Social-Labour Relations, a member of the Board of the Chamber of Trade and Industry of the Russian Federation, and a member of the Board of Directors of the National Foundation for Formation in Management and Finance.

Prior to this, Mr. Kolmogorov held different posts in public organizations; he was Deputy Chairman of the Executive Committee of the Moscow Regional Council and became General Director/Vice President of the Science-Industrial Union of the USSR from l991 to l992.

Mr. Kolmogorov graduated from the Gorky Construction-Engineering University in l962.


Ms. L. Krishnaswamy

Ms. L. Krishnaswamy is the Vice-President of the Self-Employed Women's Association (SEWA) in India.


Mr. M. Ishida

Mr. Masaru Ishida became the Director of the Enterprise and Cooperative Development Department of the ILO in l996, having joined the ILO as Chief of the Entrepreneurial and Management Development Branch in l995.

He started his career with Shell (Japan). From l970 to l977, he was Manager of Personnel Planning at H.Q. Shell, then from l977 to l979, he worked in Personnel Planning and Employee Relations with the Shell Group Personnel in London. He returned to Japan as Director of Consumer Products in Shell Kaguku from l979 to l983. He was then seconded to Camping Gas K.K. as General Manager and Representative Director and became President. From l994 to l995, Mr. Ishida was President of Pla Dio Tokyo and Director of New Business Development, Rising Sun, Japan.

Mr. Ishida, who has published extensively in English as well as Japanese, has a BA in Commerce from Kwansei Gakuin University, and a Distinction in Economic Development Diploma from Linacre College, Oxford University, UK.


Mr. R.D. Lansbury

Mr. Russell D. Lansbury is Professor of Industrial Relations at the University of Sydney, Australia, since l987. Prior to that, he was Director (l989 to l991) and Chair (since l991) of the Australian Centre for Industrial Relations, research and Teaching (l989 to l991) in the University of Sydney.

Mr. Lansbury is a research Fellow in Industrial Relations (l970 to l973) at British Airways and London School of Economics, and Visiting Research Fellow at the European Institute of Business Administration (INSEAD), Fontainbleau, France, Industrial Relations Research Institute, University of Wisconsin (USA), University of Science, Malaysia, Institute of Social Research, University of Bochum, Germany, Sloan School of Management, Mass. Institute of Technology and Harvard University, Cambridge, USA, Swedish Centre for Working Life, Stockholm, and Finnish Ministry of Labour in Helsinki.

Mr. Lansbury is the author of many books and has published widely in journals and papers; he is also a member of a number of editorial boards. He has a BA (Psychology and Political Science), Diploma of Education and Master of Arts from the University of Melbourne, Australia, and Doctor of Philosophy (industrial relations) from the London School of Economics, University of London.


Mr. F. Lisk

Mr. F. Lisk joined the ILO in l974 as a research economist for the World Employment Programme and then for the Employment and Development Department. He has worked as Regional Adviser in the ILO Caribbean Office, Port of Spain, from l986 to l988, and as Deputy Director of the Regional Office for Africa, Abidjan, from l991 until his appointment as Chief of ENT/MAN in April l996, working as Head of the Employment and Manpower Planning Section of the Employment Department of the ILO in between these two assignments.

Mr. Lisk has his BA, his M. Sc and his PH.D in Economics and has worked as a research assistant in Queen's University, Belfast, and as a lecturer in Economics in Aston University, Birmingham.


M. J.-P. Maître

M. Jean-Philippe Maitre est actuellement Chef du Département de l'Economie publique de la République et Canton de Genève et membre du Conseil de la Banque Nationale Suisse.

Avocat au Barreau de Genève de l971 à l985, M. Maitre a siégé au Grande Conseil de l973 à l985 en qualité de député. Conseiller national depuis l983 et Conseiller d'Etat depuis l985, il a présidé diverses commissions et conférences.


Mr. M. Malentacchi

Mr. Marcello Malentacchi is the General Secretary, International Metalworkers' Federation, based in Geneva, since l989. He has previously held the position of Director of the IMF Health and Safety and Education Department in Geneva, where, since the early l980s, he developed an extensive network of training schemes, seminars and trade union education courses in developing countries.

Mr. Malentacchi migrated from Italy to Sweden in l965 where he was employed as a fitter on the assembly line of Volvo, in Gothenburg. In l966, he was elected as a works safety steward and for four years attended the Swedish Metalworkers' Union's night school to study Swedish, economics and trade union training. He also joined the Swedish Social Democratic Party and started a branch for Young Socialists at Volvo. In l969, he was elected shopsteward at Volvo and was involved in collective bargaining and strikes. In l971, he was elected Chairman of the Volvo Negotiating Committee, representing 10,000 members. In l974, he was appointed National Secretary for Education and Migrant Workers at Svenska Metall, being the first migrant worker ever to be appointed at that level in the Swedish labour movement.

In l976, he became National Secretary for Health and Safety, and in l979, by decision of the union's Executive he became a member of the National Negotiating Committee.


Mr. W. Mansfield

Mr. Mansfield is the Assistant Secretary, Australian Council of Trade Unions since l985. Previous to that, he worked as Assistant Secretary with the Australian Telecommunications Employees Association (l977-85) where he began in the Federal Office and became Federal Secretary in l977.

He was ACTU nominee to the Committee of Inquiry into Technological Change in Australia, l978 to l980.

Mr. Mansfield completed a Law Degree by part-time study at Melbourne University from l966 to l972.


Mr J. Markovitch

Mr. Jacques Markovitch is Professor of Strategic Management at the University of São Paulo (Brazil). Former Dean of the School of Economics and Management and Director of the Institute for Advanced Studies. He has been actively involved in Latin America in the areas of technology management and international cooperation. Member of the editorial board of management journals edited in the US and in Asia. His last publication is a study on the impact of information technology on business strategy. Presently he is Pro-Rector of Cultural Affairs and Extension Services of the University of São Paulo.


Mr. S. Marshall

Mr. S. Marshall is the Executive Director of the New Zealand Employers' Federation since l989. He is Chairman of the Wakatu Land Development Incorporation, Maori Land Authorities Group, The Prince of Wales Trust and Member of a number of other Trusts and international organisms, and serves as an Employer member of the ILO Governing Body. He chaired the International Labour Conference Committee for the Progressive Elimination of Child Labour in l995.

He worked as Personnel Manager, Feitex New Zealand (Plastics) from l972 to l977, as Advocate at the Wellington Regional Employers' Association from l977 to l982 before joining the NZEF as Major Projects Coordinator from l982 to l985, Director of Advocacy of the NZEF from l985 to l988, and Deputy Director-General from l988 to l989.

Mr. Marshall is a Graduate of the Advanced Management Programme NZIM (Canterbury) Executive Staff Course and was awarded the NY l990 Commemorative Medal. He is also a Fellow of the New Zealand Institute of Management.


Mr. F. Maupain

Mr. Francis Xavier Maupain is the ILO's Legal Adviser since l987. His main work is advice and legal studies. Before joining the Office of the Legal Adviser's Office, Mr. Maupain worked in the Cabinet of the Director-General (1969 to 1974).

His doctoral thesis was on the European juridical integration and he has published several articles in international administrative and juridical journals.

Mr. Maupain has made Advanced European Studies in the College of Europe in Bruges, Belgium, he has his D.E.S. Public Law from the University of Paris (Panthéon-Sorbonne); LL.M from Harvard University, Law School, Cambridge (MA), and M.P.A. from Harvard University J.F. Kennedy School of Public Administration, Cambridge (MA) ; Dr. Law from University of Paris (Panthéon-Sorbonne).


Mr. D.J. McAuley

Mr. Daniel J. McAuley started his career in l957 as Industrial Relations Officer in the Federated Union of Employers (FUE), now incorporated in the Irish Business and Employers' Confederation (IBEC). From l960 to l970, he worked as Adviser to the Petroleum Employers' Association, with responsibility for the development of FUE's Industrial Relations Service. He was a Member of the National Industrial and Economic Council and a member of the Government Commission on the Status of Women. He was the FUE representative to the ILO and the IOE. In l970, he became Deputy Director-General of the FUE with responsibility for Labour Court and Arbitration Proceedings: the Regional Development of FUE, and preparation for EC membership, and from l972 to l988, he was Director-General of the FUE, responsible to the General Council and the National Executive Council for all activities and services; and national negotiations with the government an the Irish Congress of Trade Unions.

Mr. McAuley is Director of ICS Building Society, of Gypsum Industries, and the Chairman of the Social Affairs Committee of UNICE (Union of Industrial and Employers' Confederations of Europe). He is also Adviser to the IBEC on European Union and International Labour Organization affairs.

Mr. McAuley is an Honours Graduate in Economics and Political Science from Dublin University.


Mr. J.M. Mertes

Mr. Mertes est Secrétaire général de l'Union internationale chrétienne des dirigeants d'entreprise (UNIAPAC), Bruxelles, depuis l983.

Dr. A. Mitra

Dr. A. Mitra is the Secretary-General of the Federation of Indian Chambers of Commerce & Industry.

He has worked as a consultant for the Indian Council for Research on International Economic Relations as well as a lecturer at the Indian Institute of Technology and Universities in the USA.

Dr. Mitra has been commissioned to carry out research on a variety of subjects such as structural reforms over the past few years.

Dr. Mitra has a PH.D (Economics) from Duke University, USA, an MA (Economics) from Delhi School of Economics and a BA (Economics Hons) from the Presidency College of Calcutta. He is author of numerous publications issues of economic policy and change. and he has been invited to appear before Parliamentary committees on policy issues.


Dr. K. Murmann

Dr. Klaus Murmann is President of the Confederation of German Employers' Associations in Cologne since l986, and Vice-President of the Union of Industrial and Employers' Confederations of Europe (UNICE) in Brussels since l992.

Dr. Murmann entered the family business (Sauer Group) in l960, working at different divisions and levels, before founding his own company - Sauer Getriebe AG - in l969 which has developed over the last 25 years into the leading supplier of hydrostatic transmissions on a global basis.

He is Member of the Governing Body of the Landesbank Schleswig-Holstein Girozentrale, Kiel, and Member of the Board of Directors, and Advisory Boards, of many prestigious German, English and American based companies.

Dr. Murmann acquired a Bachelor of Arts degree from Dickinson College, Carlisle, Pennsylvania, where he majored in Political Science, before studying law at Bonn University, Harvard Law School, Université de Paris (Sorbonne) and the University of Kiel. He graduated from Law School, Kiel, and acquired a degree of Dr. jur. at the University of Kiel.


Mr. J. Nemoto

Mr. Jiro Nemoto is the Chairman of the Japan Federation of Employers' Associations (NIKKEIREN) and President of the Nippon Yuesen Kabushiki Kaisya (NYK shipping line), which he joined in l952. In l980, he became Director and General Manager of the NYK shipping line and was appointed Representative Director and Managing Director in l984 followed by posts as Senior Managing Director, Vice-President, President and finally Representative Director and Chairman in l995.

He became a member of the Board of Executive Directors of NIKKEIREN in l989 and became Vice-Chairman in l992, and then Chairman in l995. He was President of the Japanese Shipowners' Association from l991 to l993.

Mr. Nemoto graduated from the Law Department of Tokyo University in 1952.

In l989, he was commended officially by the Minister of Transportation of the Japanese Government, and decorated with the Medal of Honour with Blue Ribbon by the Japanese Government in l990.


Mr. P. M. Odier

Patrick Odier is responsible for the Institutional Asset Management, Mutual Fund, and Information Technology Departments in the Bank, Lombard Odier & Cie. He also oversees the operations of the Group's North American subsidiaries.

He joined Lombard Odier & Cie in l982, and acquired additional training in Zurich, Canada and the United States, before becoming a Managing Partner in l986.

Lombard Odier & Cie specialises in international portfolio management for private and institutional clients worldwide combining research expertise, tailor-made securities and foreign currency trading, financial engineering, public offerings and custody business.

Born in Geneva in l955, Mr. Odier is a member of various corporate, social and charity boards in Geneva and the United States. He is also Vice-President of the Board of the Swiss Banking School, and current President of the Executive Committee of the International Finance and Commodities Institute.


Mr. J.-J. Oechslin

Mr. J.-J. Oechslin is Vice-Chairman of the ILO Governing Body since November l979 (Chairman for l985-l986) and Chairman of the Executive Committee of the International Organisation of Employers (IOE) since February l980.

He has participated in the activities of the ILO since l960 as Executive Secretary of the IOE. In l968, he joined the French National Council of Employers in Paris, and in this capacity participated in the International Labour Conference. He has been Chairman of the Employers group of every session of the International Labour Conference since l978. In November l974, he was elected Employers' Regular Member of the ILO Governing Body and was re-elected in June l975, 1978, l982, l984, l987, l990, l993 and l996.

The IOE, of which he has been Chairman since l980 (Vice-Chairman since l976) is composed of 118 central employers' organisations in 116 countries. It enjoys full consultative status with the United Nations and the ILO.

Mr. Oechslin is also French Employers' Delegate to several other international bodies, notable at the European level. From l977 to l982, in particular, he was Chairman of the Social Commission of the Union of Industries of the European Community (UNICE).

Mr. Oechslin has a doctorate in law and is a graduate of the Institute of Political Studies in Paris. He has written several articles about the ILO, notably "The International Labour Code" in the French Review of Social Affairs (l969) and "The Tripartite Crisis in the International Labour Organisation" in "Droit Social" (l977). He has also published articles on employers' organisations and on training in the International Labour Review and has contributed to several other ILO publications.


Mr. K. O'Leary

Kevin O'Leary founded Softkey Software Products in l983 where he has remained President. In January of l994, SoftKey completed the first trans-border three way pooling, merging with Spinnaker Software and WordStar International and since then has acquired three more computer companies making SoftKey the North American leader in the development of education software and one of the top five consumer software companies in the world.

Today, SoftKey has sales of over $340 million, sells its products in 40 countries and employs 1,200 people.

Mr. O'Leary attended the University of Waterloo where in l977, he received Honors Bachelors degrees in Environmental Studies and Psychology. After working for a year as a television producer for the CBC and ABC networks, he attended the University of Wester Ontario where he received his MBA in l980.

He also worked briefly as an assistant product manager at Nabisco Brands before founding SoftKey.


Mr. M.J. Piore

Mr. Piore has occupied the David W. Skinner chair of Economics and Management at MIT since 1991, where he has previously also held the position of Mitsui Professor of Contemporary Technology from 1981 to 1986, and Professor of Economics from 1975 to the present. He has also held senior MIT teaching positions in the fields of Labour Economics. Professor Piore has received numerous academic honors and has acted as consultant to a number of bodies including the United States Department of Labor, the Commonwealth of Puerto Rico, and the Boston Model Cities Administration and currently serves on the boards of the American Economics Association, the International Institute of Labour Studies in Geneva, the Social Science Research Council in New York, and is a member of the Research Council of the Economic Policy Institute in Washington. Professor Piore has a long and distinguished publication record covering a wide range of topics including labour market issues, employment, industrialization, management, industrial relations and development.


Mr. V. Pratt

Mr. Victor Pratt is the Chairman of the Executive Committee of Kenya Management Assistance Programme (K-MAP), a programme which he established in l995 in response to the growing number of developing countries interested in replicating the K-MAP concept.

Mr. Pratt has worked extensively in Africa. In the l970s, he worked for the African Development Bank in Abidjan before undertaking post-graduate studies in Industrial Development Banking at the Irish Management Institute in Dublin, Ireland, in l978. In l979, he resigned from the Bank to establish Continental Management Consultants Ltd., in Nairobi, Kenya, to which he subsequently added Continental Industries Ltd. Since the early 1980s, he has been active in the promotion of small enterprises and in l986, founded the K-MAP, a non-profit making organization which avails of hands-on management and technical skills to small enterprises. The Programme has been replicated in several Latin American countries and in Botswana (B-MAP).

Since then, Mr. Pratt has served as Chairman of the various business development committees under the auspices of USAID, YPO (Young Presidents Organization), and the Kenyan Businesses Community. He was also instrumental in setting up the Kenya Small Enterprise Credit Association (SECA) of which he became Vice-Chairman from l992 to l994. He was elected Chairman in l994. Mr. Pratt is also Chairman of a broad-based Committee for the Improvement of Small Business Environment in Kenya.

Mr. Pratt has participated and presented papers on privatization and private enterprise development at many international fora and he is the author of several papers. He is also the Editor-in Chief of the Small Business Forum, a journal of the Kenya Management Programme which he initiated in l991.


Mr. G. Querenghi

Mr. Querenghi is the Director of the Bureau for Workers' Activities in the ILO, Geneva.

Graduated from the University of Padua with a Bachelor's Degree in Political Science and followed a postgraduate course on the European Community in the same university.

In l972, he was elected as a national secretary of the Italian Labour Union (UIL). In l976, he was appointed Deputy Director of the European Community Foundation for the Improvement of Working Conditions based in Dublin. In l978 he was appointed Adviser to the Italian Ministry of Labour and from l979 to l981, he was Chef de Cabinet of the Economic and Social Committee of the European Communities.

Mr. Querenghi joined the ILO in l982 and was appointed Director of the Bureau for Workers' Activities in l994.


Mr T. Sattelberger

Mr. Thomas Sattelberger is Corporate Senior Vice-President of Executive Personnel and Human Resource Development at Lufthansa.

Prior to joining Lufthansa in l994, he held the position of Senior Vice President for Education and Management at Daimler Benz Aerospace AG, as well as other management positions with a strong international focus within the Daimler Benz Group.

He is the author and editor of several books on Strategic Human Resource Management, Learning Organizations and Life and Career Planning. He serves on the Editorial Board of CEMS Business Review, the Executive Committee of the European Foundation for Management Development and was appointed to the Board of Directors of the China-Europe International Business School (CEIBS) in Shanghai.


Mr. M. Savander

Magnus Savander holds a Master at Law Degree from the University of Helsinki. He has been involved in the Finnish business society since l955. In 1991, after different merger arrangements, he became Senior Vice-President and Member of the Executive Board in Repola Corporation, a forest and engineering industry group. Mr. Savander is one of the founders (l989), and

acts as Chairman of the Board in the Finnish Job and Society Association.


Mr. V. Scherbakov

Mr. V. Scherbakov is the President, International Fund of Investment and Privatisation, in the Russian Federation.


Mr. W. Sengenberger

Mr. Werner Sengenberger is the Director of the ILO's, Employment and Training Department since l996. He joined the ILO as Head of "New Industrial Organization Programme" with the International Institute for Labour Studies, in Geneva, before becoming Director of the ILO's Multidisciplinary Advisory Team for Central and Eastern Europe in Budapest from l994 to l995.

His first assignment was as a research associate at the Institute for Social Research in Munich from l972 to l986.

Mr. Sengenberger studied economics, sociology and law at the Free University of Berlin, London School of Economics and University of Chicago and has his PH. D. in Labour Economics and Industrial Relations, University of Chicago, l972. He is the author of several books on labour market theory and policy; employment; industrial relations; industrial organization; and labour standards.


Mr. C. Smadja

Mr. C. Smadja is the Managing Director of the World Economic Forum based in Geneva since February l996.

He is a former editorialist for foreign affairs, then Chief Foreign Editor, with "Le Matin" (a leading Swiss daily); Editorialist and Correspondent-at-Large on international affairs for the Swiss Television (TSR). In l975 he was appointed Editor of "Temps Présent" (weekly affairs programme of TSR). In l981, became Chief Foreign Editor and Deputy Chief of the News Department.

Mr. Smadja is a contributor and speaker on macro economic and geopolitical issues, and Asian affairs. From l987 to l992, he was Director and Member of the Executive Board of the World Economic Forum. From l993 to l995, he acted as Senior Adviser, for the World Economic Forum and Director, News and Current Affairs, Swiss Broadcasting Corporation, Geneva, Switzerland.

Mr. Smadja obtained his BA in Political Science at the University of Lausanne where he did his studies in Social and Economic Sciences.


Dr. G. Standing

Guy Standing was Director of Labour Market Policies in the International Labour Organisation between late l994 and July l996, when he was asked by the ILO Director General to underate a major review of labour market policy options for responding to chronic unemployment. From l992 to l994, he was Director of the ILO's Central and Eastern Office, based in Budapest.

He has worked as economic adviser in the Prime Minister's Department in Malaysia, where he helped write and coordinate the country's Human Development Plan. He was a member of the International Advisory Committee to the Russian Federal Employment Service from 1992 to l995, when it completed its work. He was adviser to the tripartite Labour Market Commission of South Africa, helping to prepare a comprehensive labour market policy review in l996.

Over the past few years, he has been working labour flexibility surveys; covering over 17,000 industrial firms in 17 countries. From these surveys he has, inter alia, been developing the concept of a Human Development Enterprise.

Mr. Standing serves on a number of boards and professional bodies and has a distinguished career as editor of a wide range of publications such as structural adjustment and labour market policy.

He has a doctorate in economics from the University of Cambridge and a master's degree in industrial relations and labour economics.


Mr. B. Stigson

Mr. Björn Stigson has had extensive experience in international business. He began his career as financial analyst with the Kockums Group the world's biggest shipyard, and ESAB, the World's leading supplier of equipment for welding, before joining ABB Fläkt as President and Chief Executive Officer in l982.

From l991 to l993, he was Executive Vice-President and a member of AB Asea Brown Boveri's Executive Management Group. From l993 to l994, he ran his own management consultancy, and served on the board of a variety of international companies. In l995, he was appointed Executive Director of the World Business Council for Sustainable Development in Geneva with which he has been actively involved since its creation in l990.


Dr. H. M. Stindt

Dr. Heinrich Meinhard Stindt is presently Chairman of the International Christian Union of Business Executives (UNIAPAC) Task Force 2.

Dr. Stindt studied law at the Universities of Berlin and Munich and did further legal training at the Berlin District Court. He did his Doctorate of Law in l973 and final State Diploma in law at the

Berlin District Court in l974. He has worked with Bayer since l974 where he is Director of the Department for Labour and Social Law at the Headquarters of BAYER AG. Leverkusen, and is a member of the Directorate of Bayer.


Dr. P. Szirmai

Dr. P. Szirmai is the Co-President of the National Association of Entrepreneurs of Hungary.

He started his career as scientific associate at the Institution for Social Sciences in l971, and in l972, he became assistant at the National Association of Hungarian Journalists. From l973 to l975, he worked as sociologist at the Transportation Organisation and Data-Processing Association, and from l978 to 1990, as Deputy Professor in Philosophy at the Technical University of Budapest. Since l990, he is also leading professor for the Small Enterprise Research Unit at the University of Economics, and since l992, he is Director of Professional Management Training and Enterprise Development S.A. Since l994, he is Director of Alisca Patent Economic Development S.A, and since l993, Honorary Professor of International Management Training Institution.

Dr. Szirmai is an Employer substitute member of the ILO Governing Body since l993, member of the Pension Self-Government, Member of the National Training Council, Member of the National Management Training Council and Member of the Board of Directors of the Women's World Bank.

Dr. Szirmai's distinguished career as a lecturer and member of the Education Scientific Council, includes the publication of many books in the field of enterprise management studies. He made a dissertation on "Small enterprises and their development" for his university thesis, he has a university doctorate on labour organisation and a degree in philosophy from the University of Sciences.


Mr. K. Tapiola

Mr. K. Tapiola was appointed Deputy Director-General of the ILO responsible for policies related to standards, sectoral activities and relations with ILO organs, on 1 July l996.

Mr. Tapiola started his career in l966 as journalist for the newspaper "Helsingin Sanomat" (foreign news). From l969 to l972, he worked as foreign news journalist and correspondent for the Finnish Broadcasting Corporation (YLE). In l972, he was appointed Political Secretary of the Minister for Foreign Affairs, in Helsinki, From l972 to l976, he was International Secretary of the Central Organization of Finnish Trade Unions (SAT) and from l976 to l978, he was Special Assistant to the Executive Director of the United Nations Centre on Transnational Corporations, New York. From l978 to l985, he was General Secretary of the Trade Union Advisory Committee to the OECD in Paris and from l985 to l988, he was Information Director, from l988 to l996, and then International Affairs Director, of the Central Organisation of Finnish Trade Unions (SAK) during which time he became a Worker Member of the ILO Governing Body (l991 to l996).

Mr. Tapiola made his studies in Political History at Helsinki University.


Mr. F. Trémeaud

Mr. F. Trémeaud is Assistant Director-General of the ILO and Director of the International Training Centre of the ILO, Turin.

He started his career in the ILO Office in Paris, France. He transferred to ILO Headquarters, Geneva, in l970 as Principal Collaborator of the Deputy Director-General in charge of Technical Cooperation. In l974, he became a member of the Director-General's office. In l978, he was appointed Director of the Director-General's office. In l985, he was appointed Director of the Technical Cooperation Department of the ILO until his current appointment as Assistant Director-General.

Mr. Trémeaud has a Diploma from the Institute of Political Sciences at the University of Paris.


Mr. G. Trogen

Mr. Göran Trogen is the Director-General of ALMEGA Group, Sweden. He was employed in l969 by the Swedish Employers' Association (SAF), as a labour legislation expert. In l971, he was employed by the General Group of Swedish Employer's Associations, an employers' association within the SAF. In the General Group, Göran Trogen has, over the years, worked as a negotiator representing employers within different sectors of the Swedish collective agreement system.

In l980, Mr. Trogen was appointed Deputy Director-General, and in l986, Director-General. When the General Group extended to the ALMEGA Group, in l992, including several other employers' associations, he was appointed Director-General for this Group. It is the biggest employer association within the SAF with 3,800 companies and 330,000 employees. The "core" in the ALMEGA Group concentrates on the chemical and food industry.

Mr. Trogen is Chairman of Labour Relations Committee (LRC). This Committee is an ad hoc group of representatives from chemical employer's associations and major companies in Europe. Its major task is to prepare for ILO's meetings for the chemical industry.

He attended Law School at the University of Lund and graduated in l967. He is the author of a well-known Handbook of Labour Legislation for Companies. He has written extensively about this topic and on pay formation in companies. He is a well-known leading spokesman for a decentralised pay formation system. The ALMEGA Group has reached the first national agreement based on in-house negotiations.


Mr. L. Trotman

Mr. Leroy Trotman was elected the President of the International Confederation of Free Trade Unions in l992. He is a Member of Parliament of Barbados, and President of the Caribbean Congress of Labour. Since l976, he has been IFPAAW's alternate Vice-President for the Caribbean. He is also a Worker member of the ILO Governing Body.

He taught at secondary level between l962 and l971, before joining the staff of the Barbados Workers' Union as Personal Assistant to the General Secretary, Sir Frank Walcott. He became a Deputy General Secretary/Director of Organisation in l980, mainly responsible for negotiations, grievance handling, organising workers and lecturing in labour studies.


Mr. Trotman represents the Barbados Workers' Union on government boards and committees including the National Insurance Board. He is also Chairman of the Coalition of Trade Unions and Staff Associations.

He has a BA Degree in English, history and Economics from the University of the West Indies, and a Master's in Labour Education from Rutgers' University, USA.


Mr. T. Wójcik

Mr. Tomasz Wójcik has been a member of the Presidium of the National Commission of NSZZ "Solidarnosz" since l990 and Deputy Worker member of the ILO Governing Body since l992 and also member of the Polish Tripartite Committee since that time.

Between l968 and l989, he has been arrested many times - and even sentenced - for student peace demonstrations against the communist regime and short-term activity in "underground" Solidarnosc.

Mr. Wójcik worked as a research employee in the Department of Chemistry at the Technical University of Warsaw from l969 to l990, when he became the President of the regional Board, Region Lower Silesia, and a member of the National Commission of the NSZZ "Solidarnosc". He has also been a lecturer at the Catholic University of Lublin since l995.

He has his PhD in theoretical chemistry, Master of Sciences and has studied mathematics and chemistry at the Technical University of Warsaw.


Mr. Y. Yamada

Mr. Yuji Yamada is the Special Assistant to the Secretary-General of the Asian Productivity Organization (APO) . Prior to joining the APO, Mr. Yamada worked as Planning Officer for the Department of International Cooperation, Japan Productivity Center ( JPC),from 1956 to l959, then as a Senior Programme Officer in the Office of Asian Affairs at the JPC, from l959 to l960. In l960, he spent a year in the International Cooperation Administration (ICA), of the State Department in the United States as a researcher, before returning to Japan to work at the APO.

Mr. Yamada graduated from Tokyo University of Foreign Studies (Faculty of International Affairs and Development Economics) in l957. He is a Member of the Society of Researchers for International Development (Japan) and a member of the Board of Directors of INTERMAN (Inter-Regional Cooperation among Management Development Institutions), ILO, Geneva, Switzerland. In l993, the Minister for Foreign Affairs of the Government of Japan awarded him for his special contribution to the international economic cooperation, and in l995, he was appointed commandeur de l'Ordre des Palmes Academiques by the Government of France for his contribution to the development of relations between France and Asian countries.


Mr. I.E. Yamson

Mr. Ishmael E. Yamson is the President of the Ghana Employers' Association, and Chairman of Unilever Ghana Ltd. since l992.

Mr. Yamson joined United Africa Company (UAC) of Ghana as a trainee manager with Accra ICE Company in l966 and was promoted to management status in l968. In l970, he was appointed General Sales Manager. In l972, he transferred to Kumasi Brewery Ltd. as Regional Sales Manager and was promoted to Marketing Manager there in l974. In l978, he was transferred to Group Textiles Division, of the UAC. In l980, he became AG Managing Director of Ghana Textiles Printing Co. Ltd, and Commercial Director of Juapong Textiles. He was appointed Chairman of UAC of Tanzania in l983, and of UAC of Ghana in l986, as well as being Chairman of the National Committee of Unilever Investments in Ghana in l989.

Mr. Yamson is a member of a number of marketing and management institutes as well as being a member of the Private Sector Advisory Group, GIMPA Court of Governors, President of the Governing Council of Private Enterprise Foundation, Chairman of the Hunger Project, Ghana, and member of the Enterprise Fund. He has a B.Sc (Economics) from the University of Ghana.


Mr. B. Yuan

Mr. Baohua Yuan is the President of the China Enterprise Association since l979. He started his career as Deputy Director of the Iron and Steel Bureau in the Ministry of Heavy Industry in l935. He then became Vice-Minister in the Ministry of Metallurgic Industries in l959. In l960, he was elected Vice-Chairman of the State Economic Committee and in l964, Minister of Material Supply and the People's Representative of the Third National People's Congress. In l970, he was elected Vice-Chairman of the State Planning Commission, and in l978, Vice-Chairman of the State Economic Committee.

In l985, Mr. Yuan was elected President of the People's University and in l988, he was President of the China Workers' Thoughts and Political Research, and Advisor to Sino-Japan Human Resource Exchange Commission.

Mr. Yuan graduated from Beijing University in l934.


Mrs. J. Youyun Zhang

Ms. J. Youyun Zhang was appointed Special Adviser on Women Workers' Questions at the International Labour Office in September l994.

Ms. Zhang holds a B.A. from Beijing Foreign Studies University and an Honorary M.A. from Bath University in the United Kingdom. She served with the Chinese Ministry of Foreign Affairs between l974 and l990 and as Counsellor in the Chinese Embassy in London (l985 to l990). From l991 to l994, she was the Director-General of the Department of International Exchanges in the Chinese Ministry of Labour. Before joining the ILO, she acted as China's national focal point on labour questions in its relations with international and regional organizations. She sat on China's National Steering Committee on Rural Employment Creation and Development and on the National Board of Vocational Training.
