ILO Highlights Livelihoods Recovery at International Forum on Tsunami and Earthquake Response in Kobe

The International Recovery Platform (IRP) and its members, with the support of the Government of Japan, have organized an International Forum to discuss the progress made in the implementation of the Hyogo Framework for Action (HFA) during the post-tsunami recovery and the response to the earthquake that struck Pakistan in October 2005. The forum took place in Kobe on 15 and 16 January 2007, the second anniversary of the World Conference on Disaster Reduction. It brought together high-level representatives of the affected countries and of the national agencies and bodies involved in the response and reconstruction efforts, international and regional organizations that have played a substantive role in these efforts, donors, international and national experts in disaster risk reduction, and NGOs. The discussion centred on the recovery efforts undertaken in the affected countries with a view to taking stock of good practices and presenting an overview of the current situation.

The forum reviewed achievements as well as challenges in moving toward the overall goal of building back better through the integration of risk reduction into recovery. In addition, the forum offered the occasion for providing policy feedback on the application of the HFA recommendations throughout the recovery operations in the tsunami and earthquake-affected countries. Finally, the World Bank presented a new initiative, the Global Facility for Disaster Risk Reduction (GFDRR), that is intended to support the implementation of the HFA.

As one of the core members of the IRP, the ILO was requested by the Platform to organize and facilitate a thematic session on livelihoods recovery. In particular, this centred on four major issues that are critical to comprehensive and sustainable livelihood recovery: local economic recovery; back to business in the aftermath of the disaster; post-disaster infrastructure rehabilitation and reconstruction to support economic revival; and post-disaster livelihood recovery planning. The Ministry of Disaster Management and Human Rights of Sri Lanka chaired the session.
