ILO Guidelines for Employment in Crises Launched at Global Consortium Chaired by Clinton

ILO/CRISIS continued its strong participation in the recovery efforts following the December 2004 tsunami by attending the final meeting of the Global Consortium for Tsunami Recovery, led by President Bill Clinton, on 15 November in New York. The meeting brought together various stakeholders in the tsunami response effort under the aegis of President Clinton, who will soon finish his mandate as UN Special Envoy for Tsunami Recovery.

The ILO/CRISIS presence at this high-level event demonstrates the ILO’s continuing commitment to promoting decent work and socio-economic progress in tsunami-affected countries. ILO efforts are underway in several of these nations. ILO/CRISIS is also working to strengthen the ILO’s role in relevant international forums, such as the International Recovery Platform, which works on disaster risk reduction, and the UN Cluster Working Group on Early Recovery, within which the ILO leads efforts on livelihoods.

At the Global Consortium meeting, ILO/CRISIS, represented by Alfredo Lazarte-Hoyle and Donato Kiniger-Passigli, took the opportunity to present Guidelines for Employment in Crises, a document recently published by ILO/CRISIS in cooperation with the Programme for the Study of International Organization(s) of the Graduate Institute of International Studies in Geneva and with financial support from the Geneva International Academic Network. This is the final publication of a two-year research project undertaken by these institutions. It distills the findings of 14 case studies into recommendations for all agencies seeking to ensure that their crisis response initiatives exercise positive effects on employment.
