Country Interventions
The ILO’s direct involvement in selected crises is a central pillar of its work. To intervene, the crisis response programme undertakes technical cooperation with its international and national partners. Since prevention, relief, reconstruction, and development are closely linked and often overlap, ILO success in one stage requires its presence in all stages. Therefore, employment promotion is crucial before, during, and after a crisis.
Since 1999, the programme has engaged in technical cooperation in Africa, Latin America, Asia, and Europe. But even with its worldwide scope, the programme believes in locally tailored solutions. Successful prevention requires knowledge of specific vulnerabilities and preparedness gaps. By the same token, post-crisis interventions require an understanding of the disaster’s precise effects on local opportunities for decent work. By studying the conditions, the programme and its partners can implement projects in the most appropriate technical areas, targeting the hardest-hit groups.
ILO/CRISIS orchestrates direct ILO interventions in crises. Because of its small size and the costs of intervention, however, the unit cannot intervene in every crisis. It has adopted criteria to determine when to do so. These are based on the crisis’s degree of severity, the existing coping and recovery capacities of those affected, and the ILO’s ability to mount a quick response. Even when it does not intervene, ILO/CRISIS can manage a Whole of ILO response to provide relevant tools and conduct advocacy and capacity-building.
