Who's Who in ILO Crisis Response ?
The ILO Crisis Response and Reconstruction Programme can count on a well-organized, ILO-wide mobilization capacity. Responsibilities are divided as follows:
ILO/CRISIS – A Geneva-based entity working ILO-wide. Its main responsibilities are: prompting and orchestrating crisis responses; building the capacities of ILO staff, constituents, and partners, as well as other agencies and crisis practitioners, through tools, formal training, and joint crisis response work; strengthening and increasing partnerships; and carrying out active resource mobilization.
ILO Crisis Network – A group expected to include officials from the most crisis-relevant ILO technical units and field offices. The network includes specialists ready to be deployed quickly to assume short-term assignments in response set-up. More generally, it is involved in crisis preparedness activities, the development of knowledge and tools, capacity building, and crisis responses. The group will also help revise and update ILO/CRISIS strategy, identify and propose inter-sectoral programmes and projects with field and headquarters units, and consult on the biennial crisis work plan
Crisis Special Task Group – A group of units with whom ILO/CRISIS maintains close, ongoing collaboration in various areas of work. In the context of this collaboration, Special Task Group units are provided with updated ILO/CRISIS knowledge and tools, which are put to use in technical cooperation activities, publications development, and other activities undertaken with ILO/CRISIS.

Alfredo Lazarte Hoyle, born in Lima in 1954, is a Peruvian economist trained at the Universidad del Pacífico in Lima. He has long professional experience on technical cooperation activities with Dutch bilateral cooperation (1980-1985) and the labour department of the Organization of American States (1985-1989). In 1990, he assumed public responsibilities in his country leading the National Plan Commission for micro and small enterprises (MSE). He also served as General Manager of the Social Emergency Programme.
Since 1991 Mr. Lazarte has worked with the ILO in such fields as microfinance, rural development, the informal sector and MSE development. He has operated in more than 60 countries worldwide. Most of Mr. Lazarte’s activities have taken place in countries in special situations, such as armed conflict and peace building, post-natural disaster recoveries, economic and financial downturns and difficult socio-economic transitions. He was one of the first ILO specialists to develop and introduce in the ILO the concept and approach of Local Economic Development (starting with Central America/PRODERE from 1991 to 1996), as well he conceived its variant “Local Economic Recovery”, for countries involved in recovery and reconstruction processes. Since 2006 he has served as co-chairman of the UN Working Group on Post-conflict Employment Creation, Income Generation and Reintegration. He is as well Chairman of the International Recovery Platform (IRP) for the period 2008-2009. IRP is the Post-disaster Recovery specialized knowledge platform under the International Strategy on Disaster Risk Reduction (UN-ISDR), which includes a broad membership of representatives from the UN, IFI’s, donor counties, INGO’s, specialized centres, and regions.
Mr. Lazarte participated in the design and implementation of the ILO’s InFocus Programme on Crisis Response and Reconstruction (IFP/CRISIS), and since December 2004 has led the transition of IFP/CRISIS to the International Programme on Crisis Response and Reconstruction (ILO/CRISIS). He has published several articles related to microfinance, MSE development and, principally, Local Economic Development and Recovery.

Donato Kiniger-Passigli is the Senior Specialist in Crisis Response Coordination and Partnerships, and an expert on crisis resolution and strategic communication. Born in Florence, Italy, he holds a master’s degree in Political Science and worked as a journalist starting in 1975. He joined the United Nations in New York in 1987, working on development, and has served the UN continuously ever since. He is former spokesman for the UN Office for the Coordination of Humanitarian Affairs (UN OCHA) and former head of media and public affairs for the Organisation for the Prohibition of Chemical Weapons (OPCW), dealing with chemical disarmament. He was also coordinator of external relations at the International Criminal Tribunal for the former Yugoslavia (ICTY) and special assistant to the representative of the UN secretary-general for Western Sahara. Donato served in peacekeeping missions in the Balkans and Western Sahara and undertook many assignments in conflict and post-disaster situations. He is a member of the UNDAC (UN Disaster Assessment and Coordination) team. In addition, he is the author of several publications and articles on crisis response and coordination issues. |

Antonio Cruciani has over 20 years of experience, mainly in the field, including 15 years in the United Nations system in a number of countries in crisis or recovering from conflict. He has served in Central America, Haiti, Cambodia, Bosnia and Herzegovina, and a dozen African countries. Following studies in Sociology and Economics and experience as an associate professor at Rome University, he began economic development work in Italy for public institutions and carried out consultancy work in various developing countries on behalf of private and public companies. He then worked with the Food and Agriculture Organization in Burkina Faso. Starting in 1991, Antonio served as program manager for the United Nations Office for Project Services, assuming progressively higher responsibilities as Senior Portfolio Manager. Most recently he worked in Nairobi, supervising and evaluating the programmes of the UN Development Programme and other agencies in the Horn of Africa and the Great Lakes region. Since 2003, Antonio has worked with the ILO as Senior Technical Adviser, first within the Global Compact project, and presently with the CRISIS team. He is responsible for the ILO’s post-emergency response, in cooperation with other UN agencies and inter-agency platforms, in various countries affected by disasters and conflicts.

Member of the ILO/CRISIS team since 2004, Francesca has been engaged in several initiatives both in the HQs and in the field (in Latin America, South East Asia and Africa) and has contributed to strengthening ILO's role within the IASC Cluster Working Group on Early Recovery (CWGER). At present, Francesca is Project Manager of the Local Economic Recovery Learn&Practice Project, which she has conceived and designed (to know more about it, visit the web platform). In the meantime, she is involved in the technical backstopping and support to field-based projects and colleagues, also by designing, organizing and conducting inter-agency post-crisis assessment and programming missions for economic recovery. Besides her competencies in the area of technical cooperation and project cycle management, a complementary competency area is the one of training. In particular, Francesca has conducted training needs assessment, and has designed, organized and delivered training events, also by coordinating the development of the appropriate learning materials.

Alexia Deleligne works on Monitoring and Evaluation for ILO/CRISIS, developing tools to improve the ILO’s crisis response. She studied foreign languages and has a Master’s degree in the analysis of crisis and humanitarian action. Before joining the CRISIS team, Alexia worked in the gender unit of the International Training Centre of the ILO in Turin, Italy, allowing her to bring a gender-sensitive perspective to her present position. She is a native of Tours, France. |

Francesca Fantoni took her Degree in Economics at Bocconi University in Milan in March 2003, and is currently pursuing a Master of Arts in International Relations at the Graduate Institute for International Studies (HEI) in Geneva. She is a junior programme officer for ILO/CRISIS, dedicating herself to the ILO-UNHCR Partnership through Technical Cooperation. In addition, Francesca assists the Senior Specialist in Crisis Response Coordination and Partnerships with fundraising activities and maintaining relationships with several counterparts, such as donors, UN agencies, and diplomatic representatives. She also works on financial activities related to internal management. |

Luca Fedi was born in the Democratic Republic of the Congo in 1977 and holds Italian nationality. He graduated in 1998 with a degree in political science from the Institut d’Etudes Politiques (IEP) in Lyon and holds an MA in Political Economy from the University of Birmingham and an MPhil in International Relations from the Institut universitaire de hautes études internationales (HEI) in Geneva (2001). He served as an intern and consultant at the UN Office for the Coordination of Humanitarian Affairs (OCHA) and at the UN Economic Commission for Europe (ECE). Luca then joined HEI as a project coordinator in 2003, conducting applied research on using employment as a way out of crisis, in partnership with the ILO and other international stakeholders. He now coordinates the ILO Programme for Iraq from Amman, Jordan. |

Shukuko Koyama joined the ILO in May 2007. Shukuko works on the development of manuals and tools on socio-economic reintegration of ex-combatants. From 2002 to 2005, she worked as a project officer for the Weapons for Development Project at the United Nations Institute for Disarmament Research (UNIDIR) in Geneva. Prior to coming to Geneva, she was a Disarmament, Demobilization and Reintegration (DDR) Officer with the United Nations Mission in the Democratic Republic of the Congo. Her main areas of expertise include socio-economic reintegration of ex-combatants, DDR, weapons collection, participatory monitoring and evaluation, and gender analysis. Shukuko has an M.A. in Conflict Resolution from the University of Bradford, and she is also a PhD candidate there. Her doctoral thesis is on security sector reform in post-conflict societies. |

Julien Magnat graduated in 2001 with a Master in International Management from the International School of Management (ESC) in Lillle, France. Before joining the ILO, he got international exposure and was a Management Auditor in the private sector. Julien joined ILO/CRISIS in 2003. Since then, he has gradually developed his expertise on socio-economic recovery in post-crisis situations. Firstly, he organized and analyzed information on technical cooperation projects in Argentina and Somalia crisis and he conducted an impact analysis and preparatory assistance to project implementation in Algeria and Haiti. In 2005 and 2006, Julien managed the ILO Local Economic Recovery and Development Program and a joint UN project in Banda Aceh, Indonesia. Since the beginning of 2007, Julien is working on UN socio-economic recovery projects.

Yamina Mehellou manages the administrative and financial aspects of ILO/CRISIS through close collaboration with colleagues. Before joining the CRISIS team, Yamina worked in several departments of the ILO: International Migration, Budget, and Statistics. Additionally, she worked for the International Social Security Association, where after having worked as administrative assistant she served as Assistant Editor for the production of the International Social Security Review, which is published in English, French, Spanish and German. |

Federico Negro was born in 1970 and has a Master Degree in the Sociology of Development. He worked for eight months at the ILO International Training Centre in Turin, then completed field work with NGOs in Kenya and Eritrea for three years. Federico joined ILO/CRISIS in 2002 as an associate expert. Since then, he has developed expertise on socio-economic recovery in post crisis situations (conflicts and natural disasters) in Africa (Algeria, Somalia), Asia (Afghanistan, Pakistan) and the Americas (El Salvador, Argentina). In 2004 he was deployed for a year to UNHCR’s field operations in Eritrea as part of the ILO-UNHCR partnership. In January 2005 Federico returned to ILO/CRISIS and he now works mainly on socio-economic reintegration operations in Asia, Africa and Central America. |
