The ILO Crisis Response and Reconstruction programme takes a broad approach to crises, capitalizing on the organization’s deep socio-economic expertise. In some situations, ILO/CRISIS orchestrates a Whole of ILO country intervention (a downstream approach). This entails technical cooperation to promote decent work and demonstrate effective ILO techniques. In these cases and others, the ILO also offers policy advice and consultations to tripartite constituents and partner organizations. This upstream approach enables them to address decent work and related concerns in their policies and programmes, and ensures a central role for the ILO in crisis-affected countries.
In its interventions, the ILO covers a variety of technical areas and vulnerable groups. The focus depends on the circumstances. The organizations always pursues the actions that will provide the strongest immediate socio-economic benefits while promoting reconciliation and sustainable development, especially for the hardest-hit groups.
