Strengthening Labour Administration
Labour ministries and related agencies have political responsibility to ensure that labour and employment issues are integrated into government policies. How is this to be achieved? Which fields of activity are actually concerned? How should one prepare for the debate on priorities? How should the social partners be involved? How should institutions be organized so as to meet needs as efficiently as possible? Answers must be found to all of these questions, and, of course, the context in which each specific organization is developing must be taken into account. A number of labour administrations seem to have lost some of their influence for various reasons and need to redefine a new intervention strategy and adopt new forms of organization so as to be able to meet expectations.
The ILO assists member States in this area by placing at their disposal competent experts with a view to supporting them in the assessment of their organization on the basis of a well-tried methodology. The procedure begins with a request being submitted by the member State. After agreement is reached on the terms of reference of the intervention, the experts work in the field for approximately two weeks. A confidential report is presented to the requesting party within one to two months following the on-site consultation. The ILO may provide support for follow-up to the recommendations.
