Social Dialogue Indicators
The database on social dialogue indicators aims to provide workers' and employers' organisations, government agencies, policy-makers and researchers with comparative global data in the area of social dialogue. It is one component of the wider set of Decent Work Indicators currently being developed by the ILO. The first phase of building the social dialogue indicators database is focused on collecting and updating key industrial relations data relating to trade union membership, trade union density and collective bargaining coverage. An appropriate methodology is being developed with a view to applying a standard approach to the collection and analysis of such data.
The collection and analysis of these data should assist the parties engaged in social dialogue to assess the state-of-play and the level of progress in the implementation of freedom of association and collective bargaining within their region, country or in different sectors. The data should also assist ILO constituents to identify priorities for future action by collecting empirical evidence to track trends on these issues.
The second phase will focus on linking the original sources of these statistics to the end-users. In so doing, governments and social partners will be involved in the discussion around issues of relevance, timeliness and comparability of social dialogue indicators. Participation in this discussion will also encourage and assist the parties to build capacity to collect and use these statistics in the development of their own policies and strategies.
