Tripartite Meeting on Civil Aviation:
Social and Safety Consequences of the Crisis Subsequent
to 11 September 2001
Geneva, 21-25 January 2002
Following the events of 11 September 2001 which precipitated a major crisis
in the civil aviation industry, the Governing Body of the ILO, in its 282nd
Session, decided to modify the title and purpose of the Meeting on Civil Aviation
which had been under preparation for some time.
The purpose of the Tripartite Meeting on Civil Aviation: Social and Safety
Consequences of the Crisis Subsequent to 11 September 2001, which was held
in Geneva, Switzerland, from 21 to 25 January 2002, was to enable governments,
employers and workers to discuss the consequences of the crisis facing the
industry and, as appropriate to provide guidance to governments, employers’ and
workers’ organizations at the national level and to the ILO on ways to
address them. Some 180 persons participated in the Meeting which adopted a
report on its discussions and made a number of recommendations to the Governing
Body.
As part of the follow-up to this Meeting, the ILO has strengthened its cooperation
with the International Civil Aviation Organization. A tripartite delegation
of Governing Body members will represent the ILO in ICAO’s 5th Worldwide
Air Transport Conference (Montreal, 24 to 29 March 2003). The ILO has also
submitted a working paper - reflecting the recommendations by Tripartite Meeting
on Civil Aviation - for discussion by the Conference.
Two documents have been prepared by the International Labour Office to be used as the basis for discussion:
