Tripartite meeting on Human Resources
Development,
Employment and Globalization in the Hotel, Catering and
Tourism Sector
Geneva, 2-6 April 2001
Purpose
of the Meeting
At
its 274th (March 1999) Session, the Governing Body decided that the purpose
of the Meeting should be:
- to exchange views on on policies and methods of human resource development,
employment creation and globalization in the hotel, catering and tourism
sector, using a report prepared by the Office as the basis for its discussions;
- to adopt conclusions that include proposals for action by governments,
by employers' and workers' organizations at the national level and by the
ILO; and
- to adopt resolutions; and to adopt a report on its discussions.
The "conclusions" embody the consensus of the Meeting on the topic being considered
and on appropriate policy actions. The "resolutions" express the sense of the
Meeting on general labour and social issues in the sector concerned, including
those not covered by the agenda item, or future activities of the ILO relating
to the needs
of the sector.
Report to the Meeting and points for discussion
A
report prepared by the International Labour Office served as a basis for the discussions.
This report, Human resources development, employment
and globalization in the hotel, catering and tourism sector, is available
in English, French
and Spanish
(with summaries in Arabic, Chinese, German and Russian). The Report also available
in pdf format. It includes information and analysis
of the following issues:
- Definition of the sector and general developments
- Factors driving globalization in the sector
- Employment and working conditions
- Vulnerable groups of workers (including women)
- New forms of work organization
- Tourism education and training
- Learning for competencies, and
- Social dialogue
At the end of the report is a list of suggested Points for Discussion for
the Meeting centering around globalization in developing countries, employment
creation and working conditions, human resources development, training and
social dialogue. The points also refer to action to be taken by Governments
as well as employers' and workers' organizations to reap the benefits of globalization
and social dialogue, and improve the situation of workers, as well as the competitiveness
of enterprises under the respects mentioned above. They also refer to action
to be taken by the ILO to assist member states to adopt and implement appropriate
policies.
Panel discussions
Three themes -- covering social dialogue in the hotel, catering and tourism
sector, socially sustainable tourism development, and gender issues in the
hotel, catering
and tourism sector -- were the subject of panel discussions involving participants
of the Meeting, ILO specialists and outside experts. Panel discussions are
not intended to produce negotiated texts, but their content is summarised in
the Note
on proceedings of the Meeting.
Note on the proceedings
Following the meeting, the ILO published a Note on
the Proceedings (pdf, 240k), which includes a report of the discussion
as well as the conclusions and resolutions adopted by the Meeting (also available
in French
and Spanish).
