Symposium on the Social and Labour Consequences of Technological
Developments, Deregulation and Privatization of Transport

Background

This symposium was one of a regular series of tripartite sectoral meetings - comprising representatives of governments, employers and workers - held under the auspices of the International Labour Organization to discuss current employment and labour issues of importance to the industry concerned and to provide guidance for action, at national and international levels, by employers’ and workers’ organizations, governments and the ILO itself.

Participation

The participants represented governments, employers and workers from the world of transport, including civil aviation, railways and road transport. In addition, the International Organization of Employers, the relevant international trade union confederations as well as a number of other intergovernmental and non-governmental organizations (IGOs and NGOs) concerned with this sector were present.

The official delegates comprised worker, employer and government representatives. Governments of the following countries participated: Argentina, Austria, Bangladesh, Brazil, Burundi, Egypt, France, India, Italy, Japan, Kenya, Lebanon, Luxembourg, Malaysia, Portugal, Sweden, Switzerland, Tunisia, Zimbabwe.

Employer and worker participants in the symposium were selected based on nominations of the employers’and workers’ groups of the ILO Governing Body; they did not necessarily come from the same countries as the governments.

Purpose of the Meeting

The purpose of the symposium was to exchange views on selected labour issues in this rapidly changing sector where deregulation and increasing privatization are altering the structure of the transport sector. The discussions were centered around main topics such as: (i) transport in the 21st century, (ii) deregulation or re-regulation, (iii) social and labour consequences of privatization of state-owned enterprises, (iv) labour-management relations in a changing industry; (v) working conditions and the working environment; (vi) violence in transport and the prevention of substance abuse in transport. The symposium unanimously adopted conclusions that provide guidance for the ILO’s future work in the various sectors considered.

Background Document and Discussion Papers for the Meeting

transport symposium background documentAs a basis for the discussions the International Labour Office (as the secretariat of the International Labour Organization is called) prepared a Background document highlighting some of the most sailient recent developments in the transport sector. The paper is available in English, French and Spanish.

In addition, four discussion documents were prepared on issues related to the meeting's themes, Labour relations in a changing industry, The impact of the privatization of public sector enterprises on labour relations and conditions of work and employment in the air and land (rail) transport sector, Transport services in the twenty-first century: Seamless market or choiceless churning?, and Regulation, deregulation or re-regulation of transport? These papers are also available in French and Spanish.
