Points for discussion
Arising from the information presented in this report, the points set out below are proposed by the International Labour Office as a basis for the Meeting’s discussion, it being understood as part of the general characteristics of ILO sectoral meetings that the Meeting is free to organize its work as it sees fit.
1. Organisation, financing and employment policies to progressively install lifelong learning opportunities for all, with special attention to:
a) universal participation and gender balance
b) integration of schools, higher education institutions, workplace learning sites, adult and non-formal education in educational provision
c) new financing arrangements for lifelong learning, including learning accounts
2. Partnerships for education - policy formulation, governance and resource use
3. Roles and responsibilities of all categories of educational personnel in lifelong learning, with special attention to:
a) school leadership
b) teachers’ roles and professionalization
c) roles of workplace learning facilitators - trainers, managers and union officials
d) integration of information technology
4. Initial education and continual training for educational roles and responsibilities
5. Professional and career development, including use of appraisal
6. Salary levels and compensation structure, including individual or collective performance criteria
7. Organisation of the teaching and learning environment, with attention to:
a) hours, class size and flexible time tabling
b) infrastructure, health and safety
8. School-based management and participatory decision-making
9. The role of consultation mechanisms and collective bargaining, with attention to:
a) cooperative bargaining
b) resolution of disputes
10. Roles of employers and workers in the promotion of workplace learning, and the organization and structuring of lifelong learning
11. Proposals for ILO action
