Recent developments
ILO Sectoral Meeting on Road Transport
The Report and the Note on the proceedings of the Tripartite Meeting on Labour and Social Issues Arising from Problems of Cross-Border Mobility of International Drivers in the Road Transport Sector, held in Geneva, 23-26 October 2006, have been published. During the Meeting six main themes were discussed: the impact of deficiencies in infrastructure, facilities and procedures at border crossings on road transport operations and the working and living conditions of international drivers; the impact of deficiencies in border staffing standards and border officials’ conduct; visa processes and controls; HIV/AIDS: a workplace issue for international drivers at border crossings; the improvement of cross-border traffic and its socio-economic consequences; and, finally, follow-up activities, including action by the ILO. The conclusions of the Meeting were unanimously adopted.
Follow-up
Based on the conclusions of the Meeting, the ILO has initiated several projects that since the beginning of 2007 are being implemented in close collaboration with the International Road Transport Union (IRU) and the International Transport Workers' Federation (ITF):
Visa processes
The ILO is currently reviewing national practice concerning visa processes and their controls for professional international road transport drivers. As a first step, government authorities, international road transport employers' associations and international road transport workers' organizations are being asked to complete a questionnaire about current visa processes and controls. HIV/AIDS
The ILO, jointly with the IRU Academy and ITF developed and published in March 2008 a
toolkit for training road transport workers and operators on HIV/AIDS prevention, including change in behaviour, counselling and testing, care and support. The ILO organized in 2007 two tripartite validation workshops, one in Kampala, Uganda, and one in Moscow, Russia. The feedback from the workshops was taken into account when finalizing the toolkit. The toolkit is supplemented by a short duration DVD which will be used to promote the joint ILO/IRU Academy/ITF effort to combat HIV/AIDS in the road transport sector and raise awareness of the training materials and training opportunities available. The toolkit is based on the ILO Code of Practice on HIV/AIDS and the world of work and on a set of guidelines for the transport sector: Using the ILO Code of Practice on HIV/AIDS and the world of work: Guidelines for the transport sector (available in pdf format).
