Social protection: HIV/AIDS
The HIV/AIDS epidemic is eroding precious human resources in the civil service. Workers in public service have been identified as one of the occupational groups with special risks (the risk factors being mobility and separation from family), and they have been reported to show higher than average rates of HIV infection.
Through its Action Program in Public Services, the ILO is focused on developing appropriate human resource strategies through social dialogue, particularly in response to the impact of HIV/AIDS on the public service. In 2006-07, the AP was implemented in Tanzania aimed on improving HRD for sustainable public services in response to the impact of HIV/AIDS on the public service. ILO has provided assistance to the Government in developing the HIV/AIDS guidelines entitled “Managing HIV & AIDS in the Workplace: A Guide for the Tanzanian Public Service”. To implement the guidelines for the management of HIV/AIDS in the public service, the ILO has funded the following two training programmes organized by the President’s Office-Public Service Management in Dar es Salaam in August 2007: Training of HIV/AIDS coordinators from local government authorities (1) on designing and implementing HIV/AIDS workplace programmes, and (2) on how to implement the guidelines for the management of HIV/AIDS in the public service.
