ILO activities
The
ILO/UPU Regional Seminar on Social Dialogue in Postal Services in Africa, held in Bagamoyo, Tanzania, 27-29 November 2006, was opened by Hon. Mr. John Chiligati, Minister of Labour, Employment and Youth, Government of Tanzania. The Seminar examined experience of reforms in the African postal sector; raised awareness about the need for social dialogue, and the role of social partners in the processes of restructuring and globalization; and provided a forum to discuss current challenges, problems and opportunities for human resource development. Recent activitiesThe ILO and the Universal Postal Union held a successful joint regional seminar on social dialogue in the postal industry in Latin America, in cooperation with UNI-Postal, in Lima, Peru, 18-20 August 2003. The seminar brought together nine government representatives (from Argentina, Bolivia, Brazil, El Salvador, Guatemala, Honduras, Mexico, Peru and Venezuela), ten worker delegates (from Argentina, Chile, Colombia, Costa Rica, El Salvador, Honduras, Mexico, Panama, Paraguay and Peru), and representatives of private employers from Argentina and Peru. Additionally, workers from Bolivia and Peru, as well as employers and government participants from Peru, attended as observers. The Seminar was supported by a team of experts from the ILO, UPU, UNI and the IOE (International Organization of Employers). The Tripartite Meeting on Employment, Employability and Equal Opportunities in the Postal and Telecommunications Services was held in Geneva, 13-17 May 2002, using a report prepared by the ILO as a basis for its discussions: Employment, employability and equal opportunities in the postal and telecommunications services, (pdf, 724k) . The Meeting was composed of 96 participants from 40 countries, among whom were 66 representatives (government, employers and workers) nominated by governments of ILO member States chosen by the Governing Body of the International Labour Office, and by the Governing Body after consultations with the Employers' and Workers' groups, as well as 4 representatives of intergovernmental organizations, and 26 observers from non-governmental organizations. The meeting adopted conclusions (pdf, 28k) that included proposals for action by governments, by employers' and workers' organizations at the national level and by the ILO; it also adopted two resolutions (resolution 1, pdf, 79k) (resolution 2, pdf, 34k). The Note on the Proceedings (pdf, 315k) is also available online. Previous activitiesThe ILO has held two meetings of the Joint Committee for Postal and Telecommunications Services, in 1984 and 1991. In response to a resolution adopted at the second meeting, studies have been carried out on multinational enterprises in the telecommunications and courier service industries under the ILO's research programme on multinational enterprises. In accordance with resolution No. 13 of the second session of the Joint Committee, the Governing Body convened a Tripartite Meeting on the Human Resources Dimension of Structural and Regulatory Changes and Globalization in Postal and Telecommunications Services in April 1998. ILO standards have helped member countries lay a basis for progress towards social justice in the postal and telecommunications services sector. In its second session, the Joint Committee adopted a resolution concerning freedom of association and the right to bargain collectively in postal and telecommunications services, which called upon member states to ratify and effectively apply (a) the Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87); (b) the Right to Organise and Collective Bargaining Convention, 1949 (No. 98); (c) the Labour Relations (Public Service) Convention, 1978 (No. 151); (d) the Collective Bargaining Convention, 1981 (No. 154); and its accompanying Recommendation, 1981 (No. 163); and (e) the Workers' Representatives Convention, 1971 (No. 135) and Recommendation, 1971 (No. 143). The ILO and the Universal Postal Union held a joint regional seminar on social dialogue in the postal industry in Asia and the Pacific, in cooperation with UNI-Postal, in Bangkok in May 2000, with representatives of workers, governments, public and private employers, the report of which was published early in 2001.
