The report summarizes the main points of the papers and presentations made, the discussions, and the recommendations for future activities arising out of a three day seminar organized by the ILO and UNESCO for thirteen countries in the Pacific. Seminar themes included: Pacific perspectives on education and teachers; strengths, weaknesses and issues of concern in teacher education; gender and equality; teachers' conditions of service; recruitment and retention of teachers; and negotiations and consultation in education. Keynote addresses, the seminar programme, a list of background reports and participants are annexed to the report.
