2. The Vietnam Economic Times of December 1997 reported on growing landlessness in the Mekong Delta. About 83,600 households (out of a total of 3 million households in the region) had become landless partly through forced sale and partly through voluntary sale of land.

3. There is also an explicit export tax on rice, rubber and shrimps, but the tax rates are low. Wimilarly, most agricultural inputs face zero or very low inport duties.

4. Note that the Bank uses a fugre of 3,530 as the calorie content of a kg of rice. The FAO uses 3,700. This latter figure is the one adopted in this study.
