The ILO-Swiss Project for Enterprise Competitiveness Development in South Africa uses social dialogue as a central mechanism for building enterprise-level capacity in the textile and tourism industries in areas such as quality, competitiveness, productivity and labour relations. It is also working to build a cadre of independent service providers capable of offering ongoing services on performance improvement and enterprise development.

Through a process of needs assessment, development of training materials, establishment and training of in-house facilitator groups, ongoing consultancy support, monitoring and evaluation, the project was able to help build and sustain enterprise-level dialogue.
