    In line with the ILO resolution concerning decent work and the informal economy, adopted at the International Labour Conference in 2002, governments have a key role to play, in consultation with workers and employers, in promoting decent work through the extension of their services to the informal economy. This requires the development of innovative approaches and new tools which can be used by ministries of labour to promote decent work through technical assistance to small and micro-enterprises and independent or self-employed workers. During the current biennium, José Luis Daza, Senior Labour Administration Specialist of the Dialogue Department, worked on this research paper for ministries of labour on the theme “informal economy, undeclared work and labour administration”.

    The study covers 11 countries with distinct traditions, different stages of economic development and diverse social situations and industrial relations patterns intentional. It highlights the achievements of European social dialogue, especially in the policy design and implementation phases of employment policies. Its conclusions show that while the recognition of social dialogue as a vital element in the promotion of employment policy is generally growing, the practice must be improved everywhere. The key to success lies not only in improving the legal and institutional frameworks, but more importantly, in strengthening the political will of all parties involved.

Mostar bridge

Bridge of Dialogue

This 20 minute long film centres on the reconstruction of the Mostar bridge which had been destroyed during the war. The reconstruction symbolizes the potential for dialogue to serve as a "bridge" between the divided peoples of Bosnia and Herzegovina by bringing together government, employers and workers.
