Workers' Group Members on Social Dialogue

Mr. Blondel, Worker Vice-Chairperson of the Programme, Financial and Administrative Committee of the Governing Body of the ILO, was of the opinion that a target of ten ratifications for Convention No. 144 was inadequate. This Convention concerning tripartite consultation was a landmark; it was the instrument which breathed life into tripartism, the basic framework for the ratification of other Conventions. It was an integral part of democracy. It was vital that the Organization should provide itself with the means to make a higher target than ten ratifications, because it was Convention No. 144 which encouraged a wider tripartite participation at the Conference. Convention No. 144 was a pivotal Convention which had an impact on all the Organization's activities. It deserved greater respect. As regards ACTRAV, the Workers were not opposed to financial assistance being allocated for the training of employers, provided it was clear that assistance should also be granted to the training of workers' representatives.
