This report contains the English versions of (A) the proposed Convention concerning the prohibition and immediate elimination of the worst forms of child labour; and (B) the proposed Recommendation concerning the prohibition and immediate elimination of the worst forms of child labour, which are submitted as a basis for discussion of the
fourth item on the agenda of the 87th Session of the International Labour Conference (June 1999).

This report has been drawn up on the basis of comments received from
governments and from employers' and workers' organizations. It contains summaries of their views on the proposed Convention and Recommendation on the worst forms of child labour. The summaries are followed, where appropriate, by brief Office commentaries.

This report contains the texts of a proposed Convention and Recommendation concerning the prohibition and immediate elimination of the worst forms of child labour. These texts are based on the Conclusions adopted by the International Labour Conference following the first discussion at its 86th Session (June 1998).

- Report VI (1) - Preliminary Report on Law and Practice; Questionnaire
Drawing on ILO action against child labour, including the experience of the ILO's International Programme on the Elimination of Child Labour and other iniatives, this report chronicles the exploitation and abuse of working children, surveys international and national law and practice, and points the way toward effective pratical action to remove children from debt bondage, prostitution and hazardous occupations and activities. It is accompanied by a questionnaire (Report VI (1): Questionnaire) which seeks the views of governments, in consultation with employers' and workers' organizations, on the possible scope and content of the proposed international legal instruments.
- Report VI (2) - Summary of Replies; Office Commentaries
This report contains the substance of the general observations made by governments and of their replies to the questionnaire, as well as of replies received from employers' and workers' organizations. The summary of the observations on each question is followed by a brief office commentary refering to the relevant point (or points) of the Proposed Conslusions.
- Proposed Conclusions
The Proposed Conclusions have been prepared on the basis of the replies summarized and commented upon in this report. they have been drafted in the usual form and are intended to serve as a basis for discussion by the International Labour Conference of the sixth item on the agenda of its 86th Session (1998).
