240.1. The work of this major programme concerns ILO policy towards, and relations with, United Nations system organizations, including the Bretton Woods institutions, and other intergovernmental organizations, as well as with non-governmental organizations, with a view to strengthening the social content of multilaterally defined policies and programmes.

240.2. The resources for this major programme are reduced by some $51,000 in real terms, mainly in the provision for mission and external collaboration costs.

240.1 Relations with inter- governmental and non- governmental organizations

240.3. This programme seeks to ensure that relations with the organizations of the United Nations system are carried out in a coordinated manner, taking due account of the priorities established by the Director-General and the Governing Body. The activities of this programme, carried out in close cooperation with the Liaison Office with the United Nations in New York, include participation in the meetings of the principal intergovernmental and inter-agency coordinating bodies of the United Nations system, namely the Economic and Social Council (ECOSOC) and the Administrative Committee on Coordination (ACC), as well as in selected United Nations system operations, such as ACC interagency task forces.

240.4. This programme is also responsible for developing the ILO’s dialogue and consultations with the Bretton Woods institutions, taking due account of the ILO’s leading role in areas of its core mandate. Information is collected and disseminated within the Office on the activities of these organizations and on initiatives undertaken by the ILO in its relations with them. Recommendations are made to the Director-General and the Governing Body on ILO positions and policies, in consultation with the concerned technical departments. When these policy positions have been decided, this programme takes the lead with regard to follow-up action, and in providing guidance within the Office to ensure that ILO concerns are promoted in an appropriate and coordinated manner in its relations with the Bretton Woods institutions.

240.5. Another responsibility of the programme is to maintain and develop relations with sectors of civil society which have interests in common with the ILO, including non-governmental organizations (other than employers’ and workers’ organizations). This includes the processing of applications from the latter organizations to attend the Conference and to be admitted to the Special List. The maintenance of relations with religious circles is ensured through a special subprogramme.

240.2 Liaison Office with the United Nations, New York

240.6. This programme provides for the maintenance of close liaison with the headquarters of the United Nations and other United Nations bodies in New York, as well as with national delegations, representatives of intergovernmental and non-governmental organizations accredited to the United Nations and employers’ and workers’ organizations participating in or observing United Nations activities. The Liaison Office keeps ILO headquarters and external offices promptly and continuously informed of developments in the United Nations relating to ILO fields of activity and ensures that ILO core priorities and interests, policies and experience are appropriately presented to the concerned United Nations fora, including the General Assembly and ECOSOC. It contributes, in consultation with headquarters, to coordination of the follow-up activities to major United Nations conferences and, in particular, the World Summit for Social Development. The Liaison Office is also responsible for the representation of the ILO at United Nations and other meetings in New York and for the preparation of regular reports to the Governing Body on developments in the United Nations. Finally, it plays an active role in managing the ILO’s policy dialogue with the Bretton Woods institutions.
